Submission of License Amendment Request, PUR-1, Docket 50-182
Dear Ms. Montgomery,
On November 5, 2020, the Purdue University Reactor Number One (PUR-1) facility was notified of an issue in the Technical Specifications that precludes any start-up of the facility without a violation. A power calibration by foil activation must be performed to calibrate the nuclear instruments (a surveillance requirement for operability). The foil activation must be done while the reactor is operating and the Technical Specifications, as written, prohibit said operations.
The License Amendment Request submitted herein seeks to address this problem with minimal impact to the facility operations by allowing for limited power calibration to be performed as soon as practicable after startup.
Purdue is requesting this amendment to be reviewed by NRC staff at the soonest possible time as the interpretation of the Technical Specifications as they stand now restricts any and all operations at the facility. Purdue University is currently unable to fulfill its teaching and research mission including contracted irradiation services without this licensing action. An approval timeline of not more than 14 days is requested. Upon approval, the amendment should be implemented immediately.
