These documents contained information on the slower control element drive mechanism (CEDM) coil'electromagnetic field decay time associated with CEDM design which results when power is interrupted through the reactor trip breakers as compared to interruption through the individual CEDM circuit breakers. The 90% insertion time for the CEA's is being increased from 2.7 seconds to 3.1 seconds. |

Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Control Element Assembl Dro Time In accordance with 10 CFR 50.90, Florida Power and Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-16.
This amendment is submitted to revise the control element assembly (CEA) drop time based on FPL's review of NRC Information Notice No. 88-47, "Slower-Than-Expected Rod-Drop Time Testing", and Combustion Engineering's (CE) Info-Bulletin 88-03," CEA Drop Time Testing", dated July 14, 1988 and June 14, 1988, respectively. These documents contained information on the slower control element drive mechanism (CEDM) coil'electromagnetic field decay time associated with CEDM design which results when power is interrupted through the reactor trip breakers as compared to interruption through the individual CEDM circuit breakers. The 90% insertion time for the CEA's is being increased from 2.7 seconds to 3.1 seconds.
A marked up copy of the affected Technical Specification page is included as . A Safety Analysis in support of the proposed amendment is included as Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3. Attachment 4 contains a discussion of the events which were re-analyzed in support of the proposed amendment.
The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board.
Staff review and approval of the proposed license amendment is requested by March 1, 1989, to support the startup of St. Lucie.
