C. 20555 RE:     St. Lucie Unit      2 Docket No. 50-389 Fracture Mechanics Analysis of Pressurizer Instrument Nozzle Flaws Pursuant to 10          CFR  50.55a(a)(3), Florida            Power and          Light        Company (FPL) requests            approval of the enclosed fracture mechanics evaluation with the supporting stress analysis and the subsequent ISI examination plan for the Unit~ 2 pressurizer instrument nozzle welds. The 1989 edition of the ASME Boiler and Pressure Vessel Code Section XI, IWB-3134(b) requires the licensee to submit analytical evaluation examination results to the regulatory authority having jurisdiction. The NRC has previously granted approval of the initial evaluation for one fuel cycle by NRC letters dated April 1, 1994, and April 5, 1994. Approval of the Fracture Mechanics Evaluation and the In-Service Examination Plan is requested by July 1, 1995, to support the next Unit.2 Refueling Outage which is scheduled to start on September 25, 1995.
FPL performed the evaluation of the pressurizer instrument nozzle flaws as described in IWB-3600. Based on the results of the evaluation, FPL has determined that the nozzles meet the acceptance criteria for continued service without the flaws being removed.
Attachments A and B conclude that the nozzles are acceptable for an additional 30 years of plant life. The area containing the flaw will be periodically examined as described in Attachment C.
