07/17/2012 This additional information is intended to clarify the Maryland Department of Environment

[MDE] position in opposition to Petition PRM-50-104, which would extend Emergency Planning Zones surrounding the nation's nuclear power plants. The recent NRC initiated State-of-the-Art Reactor Consequence Analyses (SOARCA) project mentioned in the previously filed comment involved the Pressurized Water Reactors [PWRs] at the Surry Power Station, located in Surry, VA and the Boiling Water Reactors [BWRs] at the Peach Bottom Atomic Power Station, located in Delta, PA. The Surry reactors are very similar in design, construction and age as the reactors in the Calvert Cliffs Nuclear Power Plant, located in Lusby, MD. The Peach Bottom reactors are both BWR Mark I reactors, which are the same type as those damaged last year in Japan, and both Peach Bottom reactors remain fully operational as expected.The facility at Peach Bottom is approximately

2.5 miles

north of the Maryland and Pennsylvania border. As such, Maryland has extensive experience supporting Peach Bottom during exercises, drills and various emergency planning activities.

Maryland also participates in quarterly stakeholder meetings with plant representatives along with Federal, State, County, Township and Borough officials from the Commonwealth of Pennsylvania and Maryland.Maryland Emergency Preparedness and Planning staff had several opportunities to meet and discuss with the National Nuclear Security Administration

[NNSA] team that made numerous reconnaissance and field assay flights over the accident site and the surrounding area in Japan. Maryland has also had the opportunity to view and review special reporting to the NRC Commissioners from the NRC Japan Task Force, and also discussed findings with special response team members [both military and civilian]

in national meetings and at individual meetings at several State locations.

Maryland supports the NRC on any additional studies or investigations it may perform, particularly as they relate to the recent events in Japan, as well as through any future rulemaking changes or guidance decisions that are deemed necessary to improve the safety and health of our citizens.
