Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Reload Fuel Enrichment In accordance with IO CFR 50.90, Florida Power & Light Company (FPL) submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-I6.

This proposed amendment involves a change to Technical Specification 5.3.l, "Reactor Core, Fuel Assemblies". The proposed change deletes the reference to a maximum enrichment of 3.7 w/o for reload fuel.

A specification limiting the enrichment of reload fuel in the reactor core is unnecessary and superfluous in that there are other provisions in the Technical Specifications which determine safe operating and fuel storage limits related to fuel enrichment. These other safe operating limits include dynamic parameters, rod worths and peaking factors. In other words, specification of reload fuel enrichment has no bearing on the safe operation of the reactor core provided that existing safety limits and limiting conditions for operation (LCOs) are satisfied.

Attachment A to this letter provides the marked-up change to Technical Specification 5.3.I. Attachment B to this letter provides a "No Significant Hazards Considerations" evaluation in support of this proposed amendment.

In accordance with IO CFR 50.9I(a)(l), it has been determined that the proposed amendment does not involve any significant hazards considerations pursuant to IO CFR 50.92.

In accordance with IO CFR 50.9I(b)(l), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
