ProcessDescription TVASequoyahusestwonuclearreactors, whicharereferredtoasReactorUnits#1and#2,toheat pressurizedwater.Foreachreactorunit,thispressurizedwater,whichcirculatesinaclosedloop,isusedasasource ofheattoproducesteaminside offourparallelsteamgenerators.
Theresulting steamfromthefoursteam generators ofeachunitissenttoa commonheaderand isthenusedinahigh-pressure turbinefollowedbythreelow-pressure turbinesinseriestopoweragenerator thatproduceselectricity.
Thesteamiscondensed afteritexitsthefourturbines, andthewater,whetherintheliquidorgaseous(steam)state,circulatesinaclosedloopforeachunit.Thiswateris circulatedbytwoparallelfeedwaterpumpsthatareeachdrivenbyaturbine.These twoturbinesforeachunitarepoweredby"extraction"steamthatis divertedfromtheinitial high-pressure turbine.WaterfromtheadjacentTennessee Riverisusedtocondensethesteam.Reintroduction ofthiswaterintotherivercannotresultinthedownstream temperature oftheriverbeingraisedbymorethan5.4&deg;FduringthemonthsofAprilthroughOctoberand9.0&deg;FduringthemonthsofNovemberthroughMarchasaveragedovera24-hourperiod.The temperature ofthewaterthat isdischargedintotheriveralsocannotfluctuatebymorethan3.6&deg;F duringanyhour.Holdingpondsaresometimes sufficienttocoolthe watertothedesiredtemperature.
However,itisoften necessarytocoolthiswaterfurtherineitheroftwocoolingtowers,whicharedesignatedastheUnit#1coolingtower(Certificate
-01C)andtheUnit#2 coolingtower(Certificate
-03C).Inaddition, reintroduction ofthewaterintotherivercannotresultinthedownstream rivertemperature exceeding anaverageof86.9&deg;Fovera24-hourperiodunlessthewaterisbeingcooledinonecoolingtowerperoperating reactorunit.Watermistthatisemittedfromthetwo coolingtowerscontainsentrained particulatematter.These particulate emissions areuncontrolled andoriginatefromdirt,silt,etc.intheriverwater.
Foreachofthetworeactorunits,theinitialhigh-pressure turbineandthetwo feedwater pumpturbinesareeachsuppliedwithlubricatingoilbyanoil recirculationsystem.In
: addition, theelectricity generator ofeachunitis suppliedwithsealoilbyanoil recirculationsystem.Each oftheseeight recirculation systemsincludesanoilreservoirthatisequippedwithanoil vaporextractor.
Theextractors servetoventoilvaporfromtheairspace abovetheoilreservoirs.
Eachoftheeightoilvaporextractorsalsoservestoremove waterfromtheoilthatresultsfrom inadvertent contactbetweentheoilandsteam.
Hydrogengasisusedtocoolthebearingsofthetwoelectricity generators,andtheoil vaporextractorforthesealoil reservoir ofeachgeneratoralsoservesto removedissolved hydrogenfromtheoil.
Hydrogenisnotconsideredtobeanair pollutant.
Particulate emissions ofoilmist,whichisaVOC,resultfromeachoftheeightoilvaporextractors.Theoilmistemissionsfromtheextractorfortheoil reservoir oftheinitialhigh-pressure turbineofeachunitarecontrolledbyademister,andtheoil mistemissions fromtheothersixoilvaporextractors areuncontrolled.
Oilvaporextractors forcoal-fired steamgenerating facilities areclassified asinsignificant activities inaccordance with&sect;8(a)(l)a.
However,becausesuchextractors fornuclear-powered steamgenerating facilitiesarenotspecifically listedasinsignificantactivities,TVAhasbeen informedthatinstallationpermitsand initialcertificates ofoperationwillbeissuedfortheUnit#1and Unit#2oilvaporextractors.

-SequoyahNuclearPlantPage2 Ifbothnuclearreactorunitsarenotinoperation, eitherAuxiliary BoilerAorB(Certificate
-08C)couldbeusedtopreheatwaterforthesteamgeneratorsinpreparationforstartingupone ofthereactorunits.Theboilerwouldthenbeshut offwhenthereactorcomesonline.Inaddition, eitherofthesetwoidentical boilerscouldbeusedasneededtoheattheturbinebuildinginordertokeepwaterinpipesfromfreezingduringthewintermonths ifbothreactorunitsarenotinoperation.Theauxiliaryboilersarenotnormallyused,however,becauseatleast oneofthetworeactorunitsshouldbeinoperationatanytime.Thetwo boilersarefueledexclusivelybydieselfuel(No.2fueloil).Theyhadbeenfueledbylow-sulfurdieselfuel,andultra-lowsulfurdieselfueliscurrentlyavailableforuseinthem.Emissionsthatresultfromfuel combustionintheboilersareuncontrolled,andtheyareventedtoasingleexhauststack.EmergencyGenerators1A,IB,2A,and2B (Certificate
-11C)areavailabletoprovideelectricpowerforsafelyshuttingdownthenuclearreactorsintheunlikelyevent ofalossofoff-sitepowertotheplant.Inaddition,"Blackout"Generators1and2areavailableforasimilarpurpose.Onlyone emergencygeneratorwouldbeneededperoperatingreactor.Emergency Generators 1AandIBserveReactorUnit#1,andReactorUnit#2isservedbyEmergencyGenerators2Aand2B.Each ofthefouridenticalemergencygeneratorsandtwoidenticalblackoutgeneratorsispoweredbyaninternal-combustionenginethatisfueledexclusivelybydieselfuel.Theywerepreviouslyfueledbylow-sulfurdieselfuel,andultra-lowsulfurdieselfuelisusedinthematpresent.Emissionsthatresultfromfuelcombustioninthemareuncontrolled.Each oftheenginesforthefouremergencygeneratorsisequippedwithtwoexhauststacks.Therehasneverbeenanunintendedloss ofpowerthatrequiredtheuse ofanyofthesixgenerators, althoughtheyareperiodically operatedfortestpurposes.Intheevent ofalossofpowertotheplant,sevenothergeneratorsareavailabletoprovideelectricpowerforspecificneeds.Thesesevengenerators,alongwithfourwaterpumps,areeachpoweredbyasmallinternal-combustionenginethatisfueledexclusivelybydieselfuel.Low-sulfiirdieselfuelwas previouslyusedinthem,andtheyare currentlyfueledbyultra-lowsulfurdieselfuel.Most ofthemareperiodicallyoperatedfortestpurposes,andemissionsthat resultfromfuelcombustion inthemareuncontrolled.
Dieselfuelisburnedinthelargestoftheseelevenenginesatamaximumrateof31.1gal/hr(4.26 MMBtu/hr),andeachofthemisnotrequiredtobepermitted inaccordance with&sect;4-8(d)(3).
Twobandsaws(Certificate
-06C)areusedtocut insulationtofitvariouscomponents attheplant.These componentsincludepipingandpressurevessels.Thetwosawsareprimarilyusedtocut calciumsilicate(CaSiC>3) insulation,buttheycanalsobeusedtocutothertypes ofinsulationmaterial,suchasrubber.Nomaterialcontainingasbestosisevercutbyeither ofthesesaws.InsulationSawAisused primarily.
InsulationSawBisnot currentlyused,butitisavailableforuseasabackupunit.ForSawA,particulateemissionsfromalargesuctionhosethatismountedneartheworkingsectionofthebandsawbladeare controlledbyaprefilterfollowedbyaHEPA (high-efficiencyparticulateair)filter.ParticulateemissionsfromahoodthatisoverthissawarealsocontrolledbyaprefilterfollowedbyaHEPAfilter.ThesetwoHEPAfiltersareventedtoasingleexhausthose.ForSawB,threeprefiltersinparallelfollowedbythreeHEPAfiltersinparallelareusedtocontrolparticulateemissionsfromalargesuctionhosethatis positionedneartheworkingsection ofthebandsawblade.Inaddition,foreach ofTennesseeValleyAuthority-SequoyahNuclearPlantPage3 SawsAandB,asettlingdrumfollowedbyabagfilterisusedtocontrolparticulateemissions fromeachoftwosuctionventsthatarebothlocatedundertheworktableandadjacenttothebandsawblade.Acarpentershop (Certificate
-09C)containstworadial-armsaws,atablesaw,abandsaw,andaplaner.Particulateemissions ofsawdustfromall ofthesepieces ofwoodworkingequipmentarecontrolledbyabaghouse.Thisbaghouseisalsousedtocontrolparticulate emissions fromtwofloorventsthatsawdustissweptinto.Abrasiveblasting(Certificate-IOC)ofsheetmetalisperformedwithinalarge enclosedroomusingamanualnozzle.Boilerslag,underthetradenameofBlackBeauty,isusedastheabrasive.Particulateemissionsfromthisoperationarecontrolledbyafilterpanel.Tentestweldingboothsareoccasionallyusedfortrainingpurposes.Stick,TIG(tungsteninertgas),andMIG(metalinertgas) weldingisperformedinthesebooths,anduncontrolled particulate emissionsfromtheseboothsare ventedtoasingleexhauststack.Inaddition,asawisusedtocutsmallsections ofsteelpipethathavebeenweldedintheboothsinordertotestthe integrity ofthewelds.ParticulateemissionsofsteeldustfromthissawarecontrolledbyaHEPAfilter.Maintenanceweldingisaninsignificantactivity,andbecausethetestweldingboothsandsawareusedonlyinconjunctionwithtrainingworkerstoperformmaintenancewelding,theyarealsoclassifiedasinsignificantactivitiesinaccordancewith&sect;8(a)(l)a.
Evaluation 4150-30600701-01C Unit#1CoolingTower 4150-30600701-03C Unit#2CoolingTowerTheUnit#1andUnit#2coolingtowerswerenotinoperationatthetime oftheinspection.ReactorUnits#1and#2werebothonline.Bothcoolingtowersappearedtobein goodcondition.
Eachofthetwocoolingtowerswasusedfor814hoursduring calendaryear2009.The estimated particulate emissionsfromeachofthesetowersaregiveninTableIattheend ofthissection.The potential emissionsarebasedon continuous operation.
Installation oftheUnit#1and#2coolingtowerswas completedin1980.The particulate emissionsfromeachofthetwocoolingtowersarelimitedbyRule10.3 (Schedule2)to115.2 lbs/hr,basedonaprocessweightof139,690tons/hr.This limitationismorestringentthantheRule10.7particulate emissionlimitof0.25gr/scf(85,760lbs/hr)foreachtower.However,amorestringentparticulateemissionlimitation of7.2lbs/hrhasbeenpreviouslyestablishedforeachtowerbecauseithasbeendeterminedthatoperationattheRule10.3allowableemissionratewouldresultinthe creationofaparticulate non-attainment area.TennesseeValleyAuthority-SequoyahNuclearPlantPage4 4150-30700804-06C Insulation SawsAandBInsulationSawAwasnotinoperationatthetime oftheinspection,andInsulationSawBisnotcurrentlyinuse.SawAanditstwoprefilters,twoHEPAfilters,twosettlingdrums,andtwobagfiltersandSawBanditsthreeprefiltersandthreeHEPAfiltersappearedtobeingoodcondition.ThetwosettlingdrumsandtwobagfiltersforusewithSawBwerenotinposition, andtheywillbereplacedbeforethesawisusedagain.SawAisusedforanaverage of4hrs/day,5days/wk,and6wks/yr.SawBwaslastoperatednolaterthanin2003.EachHEPAfilterhasanestimatedparticulatecontrol efficiency of99.9%.Eachsettlingdrumandbagfilterinseriesisestimatedtobe94%efficientin controlling particulate emissions.Theestimatedparticulateemissionsfromeach ofthetwosawsaregiveninTableI.Theseemissionsareconservativelybasedoncontrolonlybyasettlingdrumfollowedbyabagfilter.Thepotentialemissionsarebasedoncontinuousoperation.InsulationSawAwasinstalledin1989.TheparticulateemissionsfromthissawarelimitedbyRule10.3(Schedule2)to0.49lb/hr,basedonaprocessweight of80lbs/hr.Inaddition,theparticulateemissionsfromeach oftheexhaustpoints ofthissawarelimitedbyRule10.7to0.25gr/scf.Thislimitationisequivalentto0.39lb/hrforeach ofthetwobagfilters.
Thislimitation cannotbeconverted intounitsoflbs/hrforthesetofHEPAfiltersbecausetheexhaustflowratethroughthefiltersisnotavailableatthistime.
Insulation SawBwasinstalled inabout1988.However,asof2005,Insulation SawBwentfortwoyearswithoutbeingoperated,anditwasnolongerconsideredtobeanexisting sourceatthattime,inaccordance with&sect;8(c)(l).
Potential particulate emissions fromSawB,beforebeingcontrolled,are estimatedtobe9.7tons/yr.Therefore,theparticulateemissionsfromthissaware subjecttoRule27.3.Control oftheseemissionsbyasettlingdrumfollowedbyabagfilterhasbeen determinedtobereasonableandproper,in accordancewithRule27.3.Anappropriate reasonableandproperlimitationfortheparticulateemissionsfromSawBhas beenpreviously determinedtobe0.20lb/hr.ThislimitationismorestringentthanboththeRule 10.3(Schedule 2)particulate emissionlimitof0.49lb/hr,basedona processweightof80lbs/hr,andtheRule10.7 particulate emissionlimitof0.25gr/scf,whichis equivalentto0.39lb/hrfor eachofthetwobagfilters ofthissaw.TheRule10.7limit cannotbeconvertedintounits oflbs/hrfortheset ofHEPAfiltersofthissawbecausetheexhaustflowratethroughthefiltersis notavailable atthistime.4150-10200501-08C Auxiliary BoilersAandBAuxiliaryBoilersAandBarenotcurrentlyinuse.Thesetwoboilers appearedtobeingoodcondition.Therequiredcertifications ofdieselfuelsulfurcontentandtherequiredlogs ofdailyhours ofoperationandmonthlydieselfuelusageforeachboilerwerebeingmaintained.TennesseeValleyAuthority-SequoyahNuclearPlant Page5 Eachofthetwoboilershasaratedcapacity of54.5MMBtu/hr.Theyarenormallynotinuse.BoilerAwaslastoperatedbriefly(22minutes)fortestpurposesonSeptember 16,2004,andBoilerBwaslastoperatedonNovember14,2000.Theyarefueledexclusivelybydieselfuelthathasaverageandmaximumsulfurcontents of0.0015%and0.06%byweight, respectively.Theestimatedemissions ofparticulate (PM25,PMio,andtotal),NOx,SOx,CO,VOCs,methane,andC02(actualandC02e)thatresultfromdieselfuelcombustioninthetwoboilerscombinedaregiveninTableIIattheend ofthissection.TheseemissionswerecalculatedbyusingAP-42(1998)emission factors.Thepotentialemissionsarebasedon simultaneousoperationofthetwoboilersattheirrated capacitieswhileburningdieselfuelthathasthemaximumsulfurcontent.Thepotentialemissionsarealsobasedonthesum ofthetotalamountoftimethatBoilerAisin operationandthetotal amountoftimethatBoilerBisin operationbeingequalto2,000hrs/yr.47.0%and69.7%
oftheparticulate emissionsthatresultfromburningdieselfuelintheboilersare PM2.5andPM10,respectively.TheVOCemissionsthatresultfromdieselfuelcombustionintheboilersconsist ofupto28.4%
formaldehyde (methanal, H2CO),whichisaHAP.Allofthesepercentageswere determinedbyusingAP-42(1998)emission factors.AuxiliaryBoilersAandBwereinstalledin1976.However,as ofNovember15,2002,thetwoboilerswentfortwoyearswithoutbeing operated,andtheywerenolonger considered tobeexisting sourcesatthattime,in accordancewith&sect;8(c)(l).Theseboilersare therefore subjecttotheprovisions of"Standards ofPerformance forSmallIndustrial-Commercial-InstitutionalSteamGeneratingUnits"[40CFRPart60,SubpartDc(&sect;60.40c-48c)],asadoptedatRule15.
&sect;60.42c(d) ofSubpartDcstipulatesthatnofuelshallbeburnedineitherboilerthathasasulfur contentofgreaterthan0.5%byweight.
Reporting andrecordkeeping requirementsaregivenin
&sect;60.48cofthissubpart.Potential NOxemissions fromeachofBoilersAandBareestimatedtobe7.956lbs/hr.AnappropriateNOxemissionlimitationforeachofthetwoboilershasbeenpreviouslydeterminedtobe9.0lbs/hr.Anappropriatelimitationhasalsobeenpreviouslydeterminedtobethatthesum ofthetotalamount oftimeduringwhichBoilerAisin operationandthetotal amountoftimeduringwhichBoilerBisinoperationshallnotexceed2,000hrs/yr.TheseNOxemissionandoperationallimitationsresultinanappropriateNOxemissionlimitation of9.0tons/yrforthetwoboilerscombined.TVArequestedall oftheselimitationsinordertoqualifyasasynthetic minorsource.The potentialemissionsthataregiveninTableIIarebasedupon theoperational limitation.
Potential particulate emissionsfromeachofBoilersAandBare estimatedtobe1.313 lbs/hrand5.7tons/yr,basedoncontinuous operation.
Therefore, theparticulate emissions fromtheseboilersaresubjecttoRule27.3.An appropriate reasonable andproperlimitation, inaccordancewithRule27.3,forthe particulate emissionsfromeachofBoilersAandBhasbeen previously determinedtobe0.030 lb/MMBtu,whichisequivalentto1.64lbs/hrforeachboilerwhileitis operatingatitsratedcapacity.Nocontrolsarenecessaryinordertoachievethis Tennessee ValleyAuthority-SequoyahNuclearPlantPage6 limitation foreitherboiler.This limitation isequivalenttotheparticulate emissionlimitthat,althoughnotapplicabletothetwoboilers,isstipulatedby
&sect;60.43c(e)(l) ofSubpartDc.This limitationismorestringentthantheRule8.2(Schedule2) particulate emissionlimitof12.72lbs/hrforeachboiler.Thislimitationisalsomorestringent thantheRule26.6(RACT)particulate emissionlimitof0.15864lb/MMBtu,which,althoughitisnotapplicabletothetwoboilers,is equivalentto8.65lbs/hrforeachboilerwhileitis operatingatitsratedcapacity.AnappropriatesulfurcontentlimitationforthedieselfuelthatisburnedinBoilersAandBhasbeenpreviouslydeterminedtobe0.06%byweight.TVArequestedthislimitationinordertoqualifyasasyntheticminorsource.Combustion ofdieselfuelwiththemaximumallowablesulfurcontentineither boileratitsratedcapacityresultsinpotentialSOxemissions of3.44lbs/hr.ThisSOxemissionrateistheeffective SOxemissionlimitation foreachboiler.ThislimitationismorestringentthantheRule13.2 SO2emissionlimit of4lbs/MMBtu,whichisequivalentto218.0lbs/hrforeach ofthetwoboilerswhiletheyareoperatingattheirrated capacities.TheVOCemissionsfromBoilersAandBaresubjecttoBACT(Rule25.3).IthasbeendeterminedthatnocontrolsarenecessaryinordertosatisfyBACTfortheseemissions,andnoquantitativeBACTVOCemissionlimitationsarenecessary.Nolimitationsareapplicablefor theemissions ofCO,methane,andCO2fromeitherofthetwoboilers.4150-30703099-09C Carpenter ShopNoneoftheequipment ofthecarpentershopwasinoperationatthetime oftheinspection.Thetwo radial-armsaws,tablesaw,bandsaw,planer,twofloorvents,andbaghouse appearedtobeingoodcondition.
Thecarpentershopisoperatedforapproximately4hrs/day,5days/wk,and6wks/yr.

Eachofthetwoblackout generators isnormallytestedat50%ofitsratedcapacity of18.5MMBtu/hr.Thesixgeneratorsarefueled exclusivelybydieselfuelthathasa maximumsulfurcontentof0.06%byweight.Thesixgenerators arenormallyoperatedonlyduringtesting.
Duringthetwelve-monthperiodfromApril 1,2009,throughMarch31,2010,annualtestingtimeswere60.4hoursfor Generator1A,40.9hoursforGenerator IB,66.7hoursforGenerator 2A,72.4hoursforGenerator 2B,4.7hoursforBlackoutGenerator 1,and5.0hoursforBlackoutGenerator 2.Thelow-sulfurdieselfuelthatwasburnedinthesix generatorsduringthisperiodhadanaveragesulfurcontent of0.05%byweight.Theultra-lowsulfurdieselfuelthatiscurrentlyusedhasanaveragesulfur contentof0.0015%byweight.Theestimatedemissions ofparticulate (PM25,PM10,andtotal),NOx,SOx,CO,VOCs,methane,and CO2(actualandC02e)thatresultfromdieselfuelcombustioninthesix generatorscombinedaregiveninTableII.Theseemissionswerecalculatedbyusingemissionfactorsfrom TennesseeValleyAuthority-SequoyahNuclearPlantPage8 AP-42(1996)Table3.4-2forparticulate; AP-42(1996)Table3.4-1 forNOx,CO,VOCs,methane,andCO2;and AP-42(1998)Table1.3-1forSOx.The potential emissions arebasedonsimultaneousoperation ofthesixgeneratorsattheirratedcapacitiesfor204hrs/yrwhileburningdieselfuel thathasthemaximumsulfurcontent.

oftheparticulateemissionsthatresultfromburningdieselfuelinthe generators arePM2.5andPMio,respectively.EmergencyGenerators1A,IB,2A,and2Bwereinstalledin1972,andBlackout Generators 1and2wereinstalled in2004.Potential NOxemissions areestimated tobe122.880lbs/hrfromeach ofthefouremergencygeneratorsand59.200lbs/hrfromeach ofthetwoblackoutgenerators.AnappropriateNOxemissionlimitationforeach ofthefouremergencygeneratorshasbeenpreviouslydeterminedtobe140.0lbs/hr(2,242ppm).AnappropriatelimitationfortheNOxemissionsfromeach ofthetwoblackoutgeneratorshasbeenpreviouslydeterminedtobe68.0lbs/hr(1,687ppm).Anappropriatelimitationhasalsobeenpreviouslydeterminedtobe204hrs/yrforthetime ofoperation ofeachofthesixgenerators.ThisoperationallimitationismorestringentthantheRule2.7limit of20days/yr(480hrs/yr)forthe operation ofanygeneratorthatemitsmorethan1,500ppm ofNOx.Rule2.7alsolimitsthe operation ofsuchgeneratorstonomorethan5consecutivedays.TheNOxemissionlimitationsandoperationallimitationresultinanappropriateNOxemissionlimitation of70.992tons/yrforthesixgeneratorscombined.TVArequestedall oftheselimitationsinordertoqualifyasasyntheticminorsource.ThepotentialemissionsthataregiveninTableIIIarebaseduponthe operational limitation.

a.Themaximumallowable emissions ofNOxfromeachofthetwoboilersare9.0pounds/hour.b.Thesumofthetotalamountoftimeduring whichBoilerAisinoperationandthetotalamountoftimeduringwhichBoilerBisinoperationshallnotexceed2,000hoursduringanyperiodof365consecutive days.6.Alogshallbe maintainedinwhichthedailyhours ofoperationforeach ofBoilersAandBarerecorded.Thislogshallbekeptonthepremisesandbeavailablefor inspection byBureaurepresentativesuponrequestduringnormalbusinesshours.Theinformationinthislogshallbe maintainedforaperiod oftwo(2)yearsafteritsdate ofentry.7.AwrittenreportshallbesubmittedbyMay17 ofeachyearnotifyingtheBureauDirector ofthetotalnumberofhoursthateach ofBoilersAandBwere operatedduringthe preceding twelve(12)months.8.Themaximumallowableemissions ofparticulatematterfromeach ofBoilersAandB are0.030poundper106Btu.Thisemissionlimitation isequivalent to1.64pounds/hourfortheoperation ofeachboileratitsheatinputcapacity.Thisemissionlimitationisreasonableandproper,asdeterminedbytheBureauDirector,inaccordancewith&sect;41, Rule27.3,theRegulation.

Ifrequired, thesetestsshall,ataminimum,consistofandbeperformed inaccordance withEPATestMethods1,2,3,4,5,6,7,9,and10,Title40 CodeofFederalRegulationsPart60,AppendixAandinaccordance with&sect;3,theRegulation.
12.IfBoilerAorBoperatesinsuchamannerastoviolateany oftherequirements contained inthesespecialconditions, theowneroroperatorshallpromptlynotifytheBureauDirectorwithintwenty-four hoursoftheonsetoftheviolation,andawrittenreportshall besubmittedtotheBureauDirectorwithinseven(7)daysoftheonset,inaccordance with&sect;12(e),theRegulation.13.TheTennessee ValleyAuthorityandtheBureaumutuallyagreetoreopenthisfederally enforceable certificate ofoperation uponpromulgation ofanynewfederal requirement thatwouldbeapplicabletoeitherofthetwoauxiliaryboilers iftheeffectivedate oftherequirementisnotlaterthanthedateonwhichthis certificateisduetoexpire.14.Thisfederally enforceable certificate ofoperationisnottransferablefromonepersontoanotherperson,orfromoneairpollutantsourcetoanotherairpollutantsource,orfrom onelocationtoanotherlocation.

ProcessDescription TVASequoyahusestwonuclearreactors, whicharereferredtoasReactorUnits#1and#2,toheat pressurizedwater.Foreachreactorunit,thispressurizedwater,whichcirculatesinaclosedloop,isusedasasource ofheattoproducesteaminside offourparallelsteamgenerators.

Theresulting steamfromthefoursteam generators ofeachunitissenttoa commonheaderand isthenusedinahigh-pressure turbinefollowedbythreelow-pressure turbinesinseriestopoweragenerator thatproduceselectricity.

Thesteamiscondensed afteritexitsthefourturbines, andthewater,whetherintheliquidorgaseous(steam)state,circulatesinaclosedloopforeachunit.Thiswateris circulatedbytwoparallelfeedwaterpumpsthatareeachdrivenbyaturbine.These twoturbinesforeachunitarepoweredby"extraction"steamthatis divertedfromtheinitial high-pressure turbine.WaterfromtheadjacentTennessee Riverisusedtocondensethesteam.Reintroduction ofthiswaterintotherivercannotresultinthedownstream temperature oftheriverbeingraisedbymorethan5.4°FduringthemonthsofAprilthroughOctoberand9.0°FduringthemonthsofNovemberthroughMarchasaveragedovera24-hourperiod.The temperature ofthewaterthat isdischargedintotheriveralsocannotfluctuatebymorethan3.6°F duringanyhour.Holdingpondsaresometimes sufficienttocoolthe watertothedesiredtemperature.

However,itisoften necessarytocoolthiswaterfurtherineitheroftwocoolingtowers,whicharedesignatedastheUnit#1coolingtower(Certificate

Theextractors servetoventoilvaporfromtheairspace abovetheoilreservoirs.

Eachoftheeightoilvaporextractorsalsoservestoremove waterfromtheoilthatresultsfrom inadvertent contactbetweentheoilandsteam.

Hydrogengasisusedtocoolthebearingsofthetwoelectricity generators,andtheoil vaporextractorforthesealoil reservoir ofeachgeneratoralsoservesto removedissolved hydrogenfromtheoil.

Hydrogenisnotconsideredtobeanair pollutant.

Particulate emissions ofoilmist,whichisaVOC,resultfromeachoftheeightoilvaporextractors.Theoilmistemissionsfromtheextractorfortheoil reservoir oftheinitialhigh-pressure turbineofeachunitarecontrolledbyademister,andtheoil mistemissions fromtheothersixoilvaporextractors areuncontrolled.

Oilvaporextractors forcoal-fired steamgenerating facilities areclassified asinsignificant activities inaccordance with§8(a)(l)a.

However,becausesuchextractors fornuclear-powered steamgenerating facilitiesarenotspecifically listedasinsignificantactivities,TVAhasbeen informedthatinstallationpermitsand initialcertificates ofoperationwillbeissuedfortheUnit#1and Unit#2oilvaporextractors.

Tennessee ValleyAuthority

-SequoyahNuclearPlantPage2 Ifbothnuclearreactorunitsarenotinoperation, eitherAuxiliary BoilerAorB(Certificate

-08C)couldbeusedtopreheatwaterforthesteamgeneratorsinpreparationforstartingupone ofthereactorunits.Theboilerwouldthenbeshut offwhenthereactorcomesonline.Inaddition, eitherofthesetwoidentical boilerscouldbeusedasneededtoheattheturbinebuildinginordertokeepwaterinpipesfromfreezingduringthewintermonths ifbothreactorunitsarenotinoperation.Theauxiliaryboilersarenotnormallyused,however,becauseatleast oneofthetworeactorunitsshouldbeinoperationatanytime.Thetwo boilersarefueledexclusivelybydieselfuel(No.2fueloil).Theyhadbeenfueledbylow-sulfurdieselfuel,andultra-lowsulfurdieselfueliscurrentlyavailableforuseinthem.Emissionsthatresultfromfuel combustionintheboilersareuncontrolled,andtheyareventedtoasingleexhauststack.EmergencyGenerators1A,IB,2A,and2B (Certificate

-11C)areavailabletoprovideelectricpowerforsafelyshuttingdownthenuclearreactorsintheunlikelyevent ofalossofoff-sitepowertotheplant.Inaddition,"Blackout"Generators1and2areavailableforasimilarpurpose.Onlyone emergencygeneratorwouldbeneededperoperatingreactor.Emergency Generators 1AandIBserveReactorUnit#1,andReactorUnit#2isservedbyEmergencyGenerators2Aand2B.Each ofthefouridenticalemergencygeneratorsandtwoidenticalblackoutgeneratorsispoweredbyaninternal-combustionenginethatisfueledexclusivelybydieselfuel.Theywerepreviouslyfueledbylow-sulfurdieselfuel,andultra-lowsulfurdieselfuelisusedinthematpresent.Emissionsthatresultfromfuelcombustioninthemareuncontrolled.Each oftheenginesforthefouremergencygeneratorsisequippedwithtwoexhauststacks.Therehasneverbeenanunintendedloss ofpowerthatrequiredtheuse ofanyofthesixgenerators, althoughtheyareperiodically operatedfortestpurposes.Intheevent ofalossofpowertotheplant,sevenothergeneratorsareavailabletoprovideelectricpowerforspecificneeds.Thesesevengenerators,alongwithfourwaterpumps,areeachpoweredbyasmallinternal-combustionenginethatisfueledexclusivelybydieselfuel.Low-sulfiirdieselfuelwas previouslyusedinthem,andtheyare currentlyfueledbyultra-lowsulfurdieselfuel.Most ofthemareperiodicallyoperatedfortestpurposes,andemissionsthat resultfromfuelcombustion inthemareuncontrolled.

Dieselfuelisburnedinthelargestoftheseelevenenginesatamaximumrateof31.1gal/hr(4.26 MMBtu/hr),andeachofthemisnotrequiredtobepermitted inaccordance with§4-8(d)(3).

Twobandsaws(Certificate

-06C)areusedtocut insulationtofitvariouscomponents attheplant.These componentsincludepipingandpressurevessels.Thetwosawsareprimarilyusedtocut calciumsilicate(CaSiC>3) insulation,buttheycanalsobeusedtocutothertypes ofinsulationmaterial,suchasrubber.Nomaterialcontainingasbestosisevercutbyeither ofthesesaws.InsulationSawAisused primarily.

InsulationSawBisnot currentlyused,butitisavailableforuseasabackupunit.ForSawA,particulateemissionsfromalargesuctionhosethatismountedneartheworkingsectionofthebandsawbladeare controlledbyaprefilterfollowedbyaHEPA (high-efficiencyparticulateair)filter.ParticulateemissionsfromahoodthatisoverthissawarealsocontrolledbyaprefilterfollowedbyaHEPAfilter.ThesetwoHEPAfiltersareventedtoasingleexhausthose.ForSawB,threeprefiltersinparallelfollowedbythreeHEPAfiltersinparallelareusedtocontrolparticulateemissionsfromalargesuctionhosethatis positionedneartheworkingsection ofthebandsawblade.Inaddition,foreach ofTennesseeValleyAuthority-SequoyahNuclearPlantPage3 SawsAandB,asettlingdrumfollowedbyabagfilterisusedtocontrolparticulateemissions fromeachoftwosuctionventsthatarebothlocatedundertheworktableandadjacenttothebandsawblade.Acarpentershop (Certificate

-09C)containstworadial-armsaws,atablesaw,abandsaw,andaplaner.Particulateemissions ofsawdustfromall ofthesepieces ofwoodworkingequipmentarecontrolledbyabaghouse.Thisbaghouseisalsousedtocontrolparticulate emissions fromtwofloorventsthatsawdustissweptinto.Abrasiveblasting(Certificate-IOC)ofsheetmetalisperformedwithinalarge enclosedroomusingamanualnozzle.Boilerslag,underthetradenameofBlackBeauty,isusedastheabrasive.Particulateemissionsfromthisoperationarecontrolledbyafilterpanel.Tentestweldingboothsareoccasionallyusedfortrainingpurposes.Stick,TIG(tungsteninertgas),andMIG(metalinertgas) weldingisperformedinthesebooths,anduncontrolled particulate emissionsfromtheseboothsare ventedtoasingleexhauststack.Inaddition,asawisusedtocutsmallsections ofsteelpipethathavebeenweldedintheboothsinordertotestthe integrity ofthewelds.ParticulateemissionsofsteeldustfromthissawarecontrolledbyaHEPAfilter.Maintenanceweldingisaninsignificantactivity,andbecausethetestweldingboothsandsawareusedonlyinconjunctionwithtrainingworkerstoperformmaintenancewelding,theyarealsoclassifiedasinsignificantactivitiesinaccordancewith§8(a)(l)a.

Evaluation 4150-30600701-01C Unit#1CoolingTower 4150-30600701-03C Unit#2CoolingTowerTheUnit#1andUnit#2coolingtowerswerenotinoperationatthetime oftheinspection.ReactorUnits#1and#2werebothonline.Bothcoolingtowersappearedtobein goodcondition.

Eachofthetwocoolingtowerswasusedfor814hoursduring calendaryear2009.The estimated particulate emissionsfromeachofthesetowersaregiveninTableIattheend ofthissection.The potential emissionsarebasedon continuous operation.

formaldehyde (methanal, H2CO),whichisaHAP.Allofthesepercentageswere determinedbyusingAP-42(1998)emission factors.AuxiliaryBoilersAandBwereinstalledin1976.However,as ofNovember15,2002,thetwoboilerswentfortwoyearswithoutbeing operated,andtheywerenolonger considered tobeexisting sourcesatthattime,in accordancewith§8(c)(l).Theseboilersare therefore subjecttotheprovisions of"Standards ofPerformance forSmallIndustrial-Commercial-InstitutionalSteamGeneratingUnits"[40CFRPart60,SubpartDc(§60.40c-48c)],asadoptedatRule15.

§60.42c(d) ofSubpartDcstipulatesthatnofuelshallbeburnedineitherboilerthathasasulfur contentofgreaterthan0.5%byweight.

Potential particulate emissionsfromeachofBlackoutGenerators1and2areestimated tobe1.289lbs/hrand0.31ton/yr,basedonoperationfor480hrs/yr(theRule2.7limitation).Therefore,theparticulateemissionsfromthesegeneratorsaresubjecttoRule27.3.Anappropriatereasonableandproperlimitation,inaccordancewithRule27.3,fortheparticulateemissionsfromeach ofBlackoutGenerators1and2hasbeenpreviouslydeterminedtobe1.80lbs/hr.Nocontrolsarenecessaryinordertoachievethislimitationforeithergenerator.ThislimitationismorestringentthanboththeRule10.3(Schedule2)particulateemissionlimit ofTennessee ValleyAuthority

Anappropriate limitationforthesulfurcontentofthedieselfuelthatisburnedinthesixgenerators hasbeenpreviously determinedtobe0.06%byweight.TVArequested thislimitation inordertoqualifyasasynthetic minorsource.Combustion ofdieselfuelwiththemaximumallowable sulfurcontentinthesixgeneratorsattheirrated capacitiesresultsin potential SOxemissions of2.422lbs/hrforeachofthefouremergency generatorsand1.17lbs/hrforeachofthetwoblackoutgenerators.TheseSOxemissionratesarethe effective SOxemissionlimitationsforthesix generators.

Theselimitations aremorestringent thantheRule13.1SO2emissionlimitsof500ppm(43.5lbs/hr)foreach emergency generatorand500ppm (28.1lbs/hr)foreachblackoutgenerator.

TheVOCemissions fromthetwoblackoutgenerators aresubjecttoBACT(Rule25.3).Ithasbeendetermined thatnocontrolsarenecessary inordertosatisfyBACTfortheseemissions,andnoquantitativeBACTVOCemissionlimitationsarenecessary.Theemissions ofCO,methane,andCO2fromthetwo blackoutgenerators aresubjecttoRule23.Ithasbeen determined thatnocontrolsarenecessaryinordertosatisfy reasonable andpropercontroltechnology, inaccordance withRule23,forthese emissions ofCO,methane,andCO2,andno quantitative reasonable andproperlimitations arenecessaryfortheseemissions.Inaddition,no limitations areapplicablefortheemissions ofCO,VOCs,methane,andCO2fromany ofthefouremergency generators.TableI.Facility-Wide ProcessEmissions ofParticulateMatter

asadoptedat§41,Rule15,the HamiltonCountyAirPollution ControlRegulation (theRegulation).3.Foreach shipmentofdieselfuelthatisreceivedatthefacilityfor combustionineitherBoilerAandB,acertificationfromthesuppliershalldocumentitssulfurcontentandshallverifythatitcompliedwiththespecificationsforNo.2fueloilasdefinedbythe AmericanSocietyforTestingandMaterials inASTMStandardD396.Thesecertificationsshallbekeptonthepremisesandbeavailable forinspection byrepresentatives oftheChattanooga-HamiltonCountyAir Pollution ControlBureau(theBureau)uponrequestduringnormalbusinesshours.Each certificationshallbemaintainedfora periodoftwo(2)yearsafteritisreceived.Inaddition,asemiannualreportshallbe submittedtotheBureauDirectorthatconsists ofrecordsofthefuelsuppliercertificationsforallofthedieselfuelthatwas receivedatthefacilityfor combustion ineitherboilerduringeachreportingperiod ofsix(6)calendarmonths.ThereportingperiodsareJanuary1throughJune30andJuly1throughDecember31 ofeachyear.Each semiannualreportisduebythe30thdayfollowingtheend ofeachreportingperiod.These requirementsareinaccordancewith "Standards ofPerformanceforSmall Industrial-Commercial-Institutional SteamGenerating Units,"Title40CodeofFederalTennesseeValleyAuthority-SequoyahNuclearPlant Page16 Regulations Part60,SubpartDc,§60.42c(d)and(h)and

asadoptedat§41,Rule15,theRegulation.4.Alogshallbe maintained inwhichthequantity ofdieselfuelthatis burnedinBoilersAandBduringeachcalendarmonthisrecorded.Thislogshallbekeptonthe premisesandbeavailable forinspection byBureaurepresentatives uponrequestduringnormalbusinesshours.Theinformationinthislogshallbe maintainedforaperiodoftwo(2)yearsafteritsdate ofentry.These requirementsareinaccordance with"Standards ofPerformance forSmallIndustrial-Commercial-Institutional SteamGenerating Units,"Title40CodeofFederalRegulationsPart60,SubpartDc,§60.48c(g)and(i),asadoptedat§41,Rule15,theRegulation.

5.Emissions ofnitrogenoxides(NOx)fromBoilersAandB combinedshallnotexceed9.0tonsduringanyperiod of365consecutivedays.Compliancewiththisemission limitationshallbeaccomplished byadherencetothefollowing limitations:

a.Themaximumallowable emissions ofNOxfromeachofthetwoboilersare9.0pounds/hour.b.Thesumofthetotalamountoftimeduringwhich BoilerAisinoperationandthetotalamountoftimeduringwhichBoilerBisin operationshallnotexceed2,000 hour0 days <br />0 hours <br />0 weeks <br />0 months <br />sduringanyperiodof365consecutive days.6.Alogshallbe maintainedinwhichthedailyhours ofoperationforeachofBoilersAandBarerecorded.Thislogshallbekeptonthepremisesandbeavailablefor inspection byBureaurepresentativesuponrequestduringnormalbusinesshours.Theinformationinthislogshallbe maintainedforaperiod oftwo(2)yearsafteritsdate ofentry.7.AwrittenreportshallbesubmittedbyMay17 ofeachyearnotifyingtheBureauDirector ofthetotalnumberofhoursthateachofBoilersAandBwere operatedduringthepreceding twelve(12)months.8.Themaximumallowableemissions ofparticulatematterfromeach ofBoilersAandB are0.030poundper106Btu.Thisemissionlimitation isequivalent to1.64pounds/hourfortheoperation ofeachboileratitsheatinput capacity.Thisemissionlimitationisreasonableandproper,asdeterminedbytheBureauDirector,inaccordancewith§41, Rule27.3,theRegulation.

3.Visibleemissionsfromanyexhauststackthat servestheabrasiveblastingoperation shallnotexceedten(10)percentopacityforanaggregate ofmorethanfive(5) minutesinanyperiodofonehourormorethan twenty(20)minutesinanyperiodoftwenty-four hours.Thislimitation isreasonableandproper,as determinedbytheBureauDirector,in accordance with§41,Rule27.3,theRegulation.

4.Visibleemissionsfromthebuildingorotherenclosure thattheabrasiveblastingoperation isperformedinshallnotexceedfive(5) percentopacityforanaggregate ofmorethanfive(5) minutesinanyperiodofonehourormorethan twenty(20)minutesin anyperiodoftwenty-fourhours.This limitation isreasonableandproper,as determinedbytheBureauDirector, inaccordancewith§41,Rule27.3,the Regulation.

(Theheatinputcapacities are38.4x106Btu/hourforeachofthefouremergency generators and18.5x106Btu/hourforeachofthetwoblackoutgenerators.)2.Thesulfurcontentofeachshipmentofdieselfuel thatisreceivedatthefacilityfor combustioninanyofthesixgeneratorsshallbedocumentedbyawrittencertificationfromthesupplier.Thesecertificationsshallbekeptonthepremisesandbeavailablefor inspection byrepresentatives oftheChattanooga-HamiltonCountyAirPollutionControl Bureau(theBureau)uponrequestduringnormal businesshours.Each certification shallbemaintainedforaperiodoftwo(2)yearsafteritisreceived.3.Emissions ofnitrogenoxides(NOx)fromthesixgeneratorscombinedshallnotexceed70.992tonsduringanyperiod of365consecutivedays.Compliancewiththisemissionlimitationshallbeaccomplishedbyadherencetothefollowinglimitations:a.Themaximumallowableemissions ofNOxfromeach ofEmergencyGenerators1A,IB,2A,and2Bare140.0 pounds/hour.

b.Themaximumallowable emissions ofNOxfromeachofBlackoutGenerators 1and2are68.0 pounds/hour.c.Thesixgeneratorsshalleachbeoperatedfornomorethan204hoursduringany periodof365consecutive days.

-SequoyahNuclearPlantPage2of3SpecialConditions forFederally Enforceable Certificate ofOperation No.4150-20200102-11C4.Thesixgenerators shalleachbecontinuously operatedforaperiodofnomorethanfive(5)consecutive days,inaccordance with§41,Rule2.7,theHamiltonCountyAirPollution ControlRegulation (theRegulation).5.Alogshallbe maintainedinwhichthedailyhours ofoperationforeachofthesixgeneratorsarerecorded.Thislogshallbekeptonthe premisesandbeavailablefor inspection byBureaurepresentativesuponrequestduringnormalbusinesshours.The informationinthislogshallbe maintainedforaperiod oftwo(2)yearsafteritsdate ofentry.6.Awrittenreportshallbe submittedbyMay17ofeachyearnotifying theBureauDirectorofthetotalnumberofhoursthateach ofthesixgenerators wereoperatedduringthe preceding twelve(12)months.7.Themaximumallowable emissions ofparticulate matterfromeachofEmergency Generators 1A,IB,2A,and2Bare4.07 pounds/hour, inaccordance with§41,Rule10.2, theRegulation.8.Themaximumallowable emissions ofparticulate matterfromeachofBlackoutGenerators1and2are1.80 pounds/hour.

Thisemissionlimitation isreasonable andproper,as determinedbytheBureauDirector,in accordancewith§41,Rule27.3,the Regulation.9.Visible emissions fromEmergencyGenerators1A,IB,2A,and2Bshallnotexceedtwenty(20) percentopacityforanaggregate ofmorethanfive(5)minutesinanyperiod ofonehourormorethantwenty(20)minutesinanyperiod oftwenty-fourhours,in accordance with§41,Rule3,theRegulation.

10.Visibleemissions fromBlackoutGenerators1and2shallnotexceedten(10)percentopacityforanaggregate ofmorethanfive(5)minutesinanyperiod ofonehourormorethantwenty(20)minutesinanyperiod oftwenty-fourhours.Thislimitationisreasonableandproper,asdeterminedbytheBureauDirector,inaccordancewith§41,Rule27.3,the Regulation.11.Testing ofanyofthesixgeneratorstodeterminetheemissions ofparticulatematter,sulfurdioxide(SO2),nitrogenoxides(NOx),andcarbonmonoxide(CO)andtodeterminetheopacity oftheemissionsmayberequiredbytheBureauDirector.Ifrequired,thesetestsshall,ataminimum,consist ofandbeperformedinaccordancewith EPATestMethods1,2,3,4,5,6,7,9,and10,Title40 CodeofFederalRegulations Part60,AppendixAandinaccordancewith§3,the Regulation.
