Actionwastakeninaccordance withtheTechnical Specification andthevalvewasclosedmanually; however,withthevalveclosed,thevalvepackingdeveloped aleakofapproximately 1-1.5GPM.Withthevalveopen,(backseated) the'packingisnotsubjecttosystempressureandwillnotleak;therefore, weproposetorevisetheTechnical Specification topermitthePORVtobeverifiedclosedandthendeenergized inlieuofclosingtheblockvalve.Deenergizingthevalvewillbeaccomplished byliftingtheleadsT>8T1toV1402(thePORV)shownonCWD117,therebyrendering itincapable ofbeingopened.Positionindication willremainoperable.

ThebasesforthesubjectTechnical Specification istoensurethecapability toisolateamanfunctioni ngPORV.WiththePORVclosedanddeenergized,theblockvalveisnolongerrequiredforthepurposedescribed inthebases.ThePORVpipingisarrangedwithredundant paralleltrainsandtheblockvalveintheredundant trainhasbeenverfiedtobeoperable; therefore, aPORVflowpathremainsavailable.
