PSL1andPSL2ProosedTechnical Secification TSChanesTS3/4.6.1.3 providesoperability andsurveillance requirements (SR)forthecontainment airlocksand,inpart,requiresthatsealleakagebedetermined byprecision flowmeasurement whenthevolumebetweenthedoorsealsispressurized tothespecified pressure.
Specifically, SR4.6.1.3.a.l states(PSL2valueinparenthesis):

Leaktest"trouble" alarmsareactuatedinthecontrolroomtoannunciate atestfailureand/orfailureofthesystemtooperateproperly.
Thesamemodelautomatic testerisinstalled ateachPSLunit.Thetesterisnotsafetyrelated,isnotusedtomaintainairlockintegrity, andthetubinginstalled topressurize theintra-seal volumedoesnotpenetrate thecontainment atmosphere boundary.
BasesfortheProosedChanesPersistent difficulties havebeenexperienced withoperation oftheautomatic testingsystemsforthecontainment personnel airlocksforbothSt.LucieUnits1and2.Theseoperational difficulties includeinitiation ofdistracting "nuisance alarms"inthecontrolroomsand,asaresult,thesystemsarenolongerused.FPLhasnoplanstousetheautomatic testersinthefuture,andhasscheduled themforremovalusingapproved, plantconfiguration controlprocedures.
TS3/4.6.1.3 specifies LimitingConditions forOperation (LCO)fortheContainment AirLocks.Surveillance testingofairlocksealsprovidesassurance thattheoverallairlockleakagewillnotbecomeexcessive duetosealdamageduringtheintervals betweenleakagetests.Therequiredtestintervals, testpressure, andleakageacceptance criteriaarenotbeingchangedbytheproposedlicenseamendment.
Thecontainment personnel airlockautomatic leakratetesterisonlyonemethodofverifying sealleakage.Automatic testingisnotrequiredtodemonstrate operability oftheairlocks,orotherwise requiredtocomplywiththespecifications oftheLCO.Conclusion TheproposedTSrevisiondoesnotaltertheoperability requirements forthecontainment airlocks;rather,onlythereference toanautomatic tester(whichisnotrequiredforcompliance withthetestcriteria) willbedeleted.Therefore, FPLconsiders theproposedchangetobeadministrative innature.

Theacceptance criteriaofpersonnel airlocksealleakagelessthan0.01L,isalsounchanged.
Theautomatic leakagetesterisnotanaccidentinitiator norapartofthesuccesspath(s)whichfunctiontomitigateaccidents evaluated intheplantsafetyanalyses.
Theproposaldoesnotinvolveanychangestotheconfiguration ormethodofoperation ofanyplantequipment thatisusedtomitigatetheconsequences ofanaccident, nordoesitalteranyassumptions orconditions intheplantsafetyanalyses.
Therefore, operation ofthefacilityinaccordance withtheproposedamendment wouldnotinvolveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated.

Theconditions evaluated
-intheplantaccidentandtransient analysesdonotinvolvethistester.Theproposedchangedoesnotalterthebasisforanytechnical specification thatisrelatedtotheestablishment of,orthemaintenance of,anuclearsafetymargin.Therefore, operation ofthefacilityinaccordance withtheproposedamendment doesnotinvolveasignificant reduction inamarginofsafety.Basedontheabovediscussion andthesupporting Evaluation ofTechnical Specification changes,FPLhasdetermined thattheproposedlicenseamendment involvesnosignificant hazardsconsideration.
