Theselimitations willpreventin-advertent overpressurization oftheRHRsystemshouldletdownbeterminated.
TheOPShasnotbeenchallenged atGinnaStation.Etwillbeoperablebeforeandafterthesecondary sidehydrostatic testasrequiredbytheRCStemperature.
Duringthehydrostatic testwhentheOPSisnotoperablethenormaloperations shiftwillbesupplemented byanadditional licensedoperator.
Thisoperatorwillbechargedwiththeresponsibility ofassuringthatalltheadministrative controlsandprecautions necessary topreventoverpressure transients willbeobserved.
Thus,thereisadequateassurance thatapressuretransient willnotoccurduringasecondary sidehydrostatic testandthatthetestcanbesafelyperformed withouttheOPSoperable.

Specification 3.15requiresthatanoverpressure protection systembeoperablewhenoneormoreoftheRCScoldlegtemperatures islessthanorequalto330'F.Fortemperatures greaterthan330'Ftheallowable RCSpressureisgreaterthanthenormalreliefpressureofthetwopressurizer poweroperatedreliefvalvessothatnootheroverpressure protection isrequired.

Below330'FeachofthePORVs,usingalowpressuresetpointof435psig,willmitigatethelimitingmassinputandheatinputpressuretransients inawater-solid RCS.Thesinglesetpointwasestablished topreventexceeding theallowable RCSpressureat100'Fanddoesnotprovideforpressureincreases whichwouldnormallybeacceptable withincreasing temperature.

GinnaStationhasadministratively limitedthepressuredif-ferential fromthesecondary sidetotheprimarysideofthesteamgenerators to800psid.Thislimithasbeenimposedtolimitstressesplacedonthesteamgenerator whichmaycausecladdingintheprimarychannelheadtoseparatefromthebasemetal.AlthoughGinnahasneverexperienced claddingseparation, severalotherplantsofthesamevintagedidintheirearlyoperating history.The800psidpressurelimitation isconsidered awiseandprudentprecaution tolimitthepotential fordifficult repairsinahighradiation area.Duringsecondary sidehydrostatic testingtherequirements forhighsecondary sidepressure, limitedRCSpressureduetoOPSopera-tionandamaximum800psidifferential pressurearemutuallyexclusive.

TheOPSisneededonlyintheunlikelyeventofapressuretransient.

Duringinfrequent secondary sidehydrostatic testsextraprecautions canbeimplemented topreventpressuretransients withtheOPSdeactivated andtoallowcompliance withtheotherconstraints placeduponthesteamgenerators.

Duringnormaloperation whentheOPSisrequiredtobeoperable, amaximumofonesafetyinjection pumpisallowedtobeoperabletoassurethatamassadditionpressuretransient canberelievedbyasinglePORV.Duringthesecondary sidehydrostatic testnosafetyinjection pumpswillbeallowedtooperate.TheOPSwillmitigatetheeffectsofareactorcoolantpumpstartwiththesecondary sideofthesteamgenerators atleast50'Fwarmerthanthereactorcoolantsystem.Priortothesecondary sidehydrostatic testthetemperature differential willbeminimized bothtoaidintheperformance ofthetestandtopreventapressuretransient intheeventofaninadvertent reactorcoolantpumpstart.Theexistinglimitations ontheoperation ofthechargingpumpswhentheRCSisbeingcooledbytheRHRsystemwithouttheOPSoperablewillbefollowed.

Theselimitations willpreventin-advertent overpressurization oftheRHRsystemshouldletdownbeterminated.

TheOPShasnotbeenchallenged atGinnaStation.Etwillbeoperablebeforeandafterthesecondary sidehydrostatic testasrequiredbytheRCStemperature.

Duringthehydrostatic testwhentheOPSisnotoperablethenormaloperations shiftwillbesupplemented byanadditional licensedoperator.

Thisoperatorwillbechargedwiththeresponsibility ofassuringthatalltheadministrative controlsandprecautions necessary topreventoverpressure transients willbeobserved.

Thus,thereisadequateassurance thatapressuretransient willnotoccurduringasecondary sidehydrostatic testandthatthetestcanbesafelyperformed withouttheOPSoperable.

Attachment CTheproposedAmendment totheProvisional Operating Licensehasbeenevaluated anddetermined tofallwithinthedefinition ofClassIIIof10C.F.R.Section170.22therebyrequiring afeeof$4,000.Theproposedamendment dealswithasinglesafetyissue,over-pressureprotection ofthereactorvessel.Theissuehasbeenclearlyidentified byanNRCposition.
