thesevalvesbytheexistingplantproceduresatthefrequencyandtotherequirementsofthecurrentISTprogram.TERSection5.2NRCRecommendedActi.on:TheISTProgram'sscopewasreviewedforselectedsystems.ThepumpsandvalvesintheAuxiliaryFeedwaterSystem,MainSteam,ChemicalandVolumeControlSystemandComponentCoolingWaterSystemwerereviewedagainsttherequirementsofSectionXIandtheregulations.TheFSARwasusedtodetermineifthespecifiedvalvecategoriesandvalvefunctionswereconsistentwiththeplant'ssafetyanalyses.ThereviewresultsshowedcompliancewiththeCode,exceptforthefollowingitems.ThelicenseeshouldreviewtheseitemsandmakechangestotheISTProgram,whereappropriate.Additionally,thelicenseeshouldverifythattherearenotsimilarproblemswiththeISTProgramforothersystems.St.LucieResponse:ThefunctionsofallQualityGroupA,B,andCvalveshaverecentlybeenreviewedtoupgradetheISTProgramsBasisDocumentation.ThisBasisDocumentationidentifiesandexplainswhyindividualvalvesareincludedornotincludedintheISTProgram.TheFSARandotherplantdocumentswereusedinthisupgradetodetermineifthespecifiedvalvecategoriesandvalvefunctionswarrantthevalvesinclusionintheISTProgram.ManyofthevalvesidentifiedhavebeenincludedorexcludedfromtheISTProgramforoneofthefollowingreasons:1.Wheremultiplecomponentsarecapableofperformingthesameequivalentandredundantspecifiedfunction(eg.multiplevalvesclosinginseries)andwherethecomponentsarenotsuppliedbyalternateandredundantpowersupplies,onlyoneneedbeincludedintheprogram.Thecomponentmustbereliedupontoperformandnotsimplyhavethecapabilityofperformance.Thisexemptiononlyapplieswherelicensingdocumentsdonottakecreditforthedesignedredundancy.Componentsperformingaredundantfunctionshallbeincludedinthetestingprogramif,intheprocessofanalysisorlicensingjustification,theyarereliedupontobeoperable.2.Valvesinstalledprimarilyforthepurposeofprovidingconvenientoperationalflexibility(eg.systemcross-connects)thatarenotrequiredtooperate,assumingthatthedesignatedfirst-linesystemsandcomponentsoperatesatisfactorily,neednotbeincludedintheISTProgram.Thisdoesnotexcludeactivevalvesthatcouldbecalleduponasaresultofoptionalsystemlineupsexistingpriortotheinitiationofanaccident.NRCRecommendedAction: DuringthetimeinwhichthesevalvesdidnotappearintheISTprogramdocument, St.Luciecontinued totest thesevalvesbytheexistingplantprocedures atthefrequency andtotherequirements ofthecurrentISTprogram.TERSection5.2NRCRecommended Acti.on:TheISTProgram's scopewasreviewedforselectedsystems.ThepumpsandvalvesintheAuxiliary Feedwater System,MainSteam,ChemicalandVolumeControlSystemandComponent CoolingWaterSystemwerereviewedagainsttherequirements ofSectionXIandtheregulations.

Components wereclassified pertheFSARinaccordance withANSIN18.2,aswellasRegulatory Guide1.26.Theregulations requirepumpsandvalvesclassified bytheOwnerasClass1,2,or3tobetestedinaccordance withSectionXI.Theregulations donotlimitthescopeoftheISTprogramtoonlythosesystemsdiscussed inRegulatory Guide1.26.TheISTprogramscopeshouldbeconsistent withtheclassification ofcomponents inthesafetyanalysisreport.TheISTProgramorFSARshouldberevisedaccordingly.

Thedieselairstartandfueloilsystemwerereviewedbyownerengineering evaluation toconfirmthattheclassification asQualityGroupCwasaresultofowneroptionalupgrade.Theevaluation concluded thatthiswasindeedthecasebasedondetaileddiscussion ofthequalitygroupratingsforthedieselgenerator auxiliary systemsinNUREG-0843, "SafetyEvaluation Reportrelatedtotheoperation ofSt.LuciePlant,UnitNo.2"(SE)October1981.Section9.5.4notesthatthecomponents areintentionally overdesignedandareconsidered equivalent toasystemdesignedtoASMEsectionIIIClass3requirements.

FSARSection3.2.2alsostatesthat"Systemsimportant tosafetyandthecontainment boundaryareclassified inaccordance withANSIN18.2,..."

Thedieselairstartandfueloilsystemsareclassified asSafetyClass3byANSIN18.2.Recognizing thatthesystemsareimportant tonuclearsafety,testingofthesafetyrelatedpumpsandvalvesisrequired.

Appropriate testing'commensurate tothesystemssafetyfunctionhavebeenandwillcontinuetobeperformed, butnotunderthejurisdiction oftheASMEISTprogram.Thedieselairstartandfueloilsystemswillstillbemaintained totheQualityGroup3classification towhichtheyhavebeenupgradedto.RevisiontotheFSARhasbeenmadeasaresultoftheevaluation toreflecttheoptionalownerupgradestatusofthesesystems.ThoughtheFSARdesignbasesstatesthat"Thesystemservesnosafetyfunction...",

aseparateevaluation oftheinstrument airsystemcouldnotconfirmthestatusforparticular valvesasanowneroptionalupgradetoQualityGroupBorCbasedonthedesignclassification requirements unrelated totheoverallsystemfunction.

Therefore, thesequalitygroupBvalveswhichserveasafetyfunctionhavebeenincludedinthescopeofthecurrentISTprogramrevision.

DuringthetimeinwhichthesevalvesdidnotappearintheISTprogramdocument, St.Luciecontinued totest thesevalvesbytheexistingplantprocedures atthefrequency andtotherequirements ofthecurrentISTprogram.TERSection5.2NRCRecommended Acti.on:TheISTProgram's scopewasreviewedforselectedsystems.ThepumpsandvalvesintheAuxiliary Feedwater System,MainSteam,ChemicalandVolumeControlSystemandComponent CoolingWaterSystemwerereviewedagainsttherequirements ofSectionXIandtheregulations.

TheFSARwasusedtodetermine ifthespecified valvecategories andvalvefunctions wereconsistent withtheplant'ssafetyanalyses.
