FPLLetterL-99-195AttachmentPage3of4B.ResonsetoNRCReuestforAdditionalInformation:LOCAAnalsis1.FPLshouldprovideadiscussionofthegeneralphilosophyforinputparametervariancesorinstrumentdrift,uncertainties,inaccuraciesandothervariances,andhowtheyareaccountedforintheLOCAanalysis.~Resonse:Ingeneral,theLOCAanalysisforSt.LucieUnit2presentedinFPLletterL-98-308hasbeenperformedtoachieveresultsthatconservativelyboundexpectedconsequencesforthisevent.ThisconservatismisinherentintheABB-CEevaluationmodelsusedinthisanalysisthathavebeendevelopedandapprovedinaccordancewiththeconservativeacceptablefeaturesforECCSevaluationmodelsdelineatedin10CFR50,AppendixK.Assuch,theABB-CEevaluationmodelsusedinthisanalysisprovidesubstantialmarginsoverrealisticconditionsthataresufficienttoboundvariancesininputparametersincludinginstrumentdrift,uncertaintiesandinaccuracies.Tables7.1.2-1and7.2.2-1ofAttachment2totheenclosurewithL-98-308listthekeyparametersusedintheLOCAanalysisforSt.LucieUnit2.Inadditiontothesubstantialinherentconservatismintheevaluationmodels,theLBLOCAandSBLOCApeakcladdingtemperature(PCT)significantanalysisinputparameterswereselectedtoboundas-operatedplantvaluesincludingvariances.Otherparameters,suchasRCSflowrateandRCSpressure,areusedattheirnominal/referencevaluesasthePCTisnotverysensitivetovariationsinthevaluesoftheseparameters.TheboundingPCTsignificantinputparametersareconservativelyapplieddeterministically,providingfurtherassurancethattheLOCAanalysisresultsprovidemargintotheexpectedconsequencesforthisevent.AspartoftheReloadProcessImprovement(RPI)proposedbythislicenseamendmentFPLusesareloadanalysis"groundrules"processwiththeNon-PhysicsAssessmentChecklist(NPAC)toassurethatallthesafetyanalysis(includingSBLOCAandLBLOCA)input-assumptionsremainboundingfortheplantconfigurationeverycycle.Thisprocessassuresthatanyproposedoractualchangesinplantconfigurationareappropriatelyverifiedtoremainboundedbythereloadsafetyanalysisfortheupcomingfuelcycle.2.FPLshoulddiscussspecificallythehandlingofHPSIflowdrift,uncertainties,andvariancesintheSBLOCAanalysisinput.~Resonse:HPSIflowassumptionsintheSt.LucieUnit2SBLOCAanalysisconservativelyboundactualplantdesignconfigurationvaluessufficientlytocompensateforanyflowmeasurementvariancesduetoinstrumentdrift,uncertaintyandinaccuraciesduringrequiredsurveillances,asdiscussedbelow:a)MaximumFlowCondition:Analysisassumptionsutilizeaconservativeflowdeliverycurvethatassumesathreecoldlegtotalinjectionflowof453gpmat0psiareactorcoolantsystem(RCS)pressure.ThisflowcomparestotheTechnicalSpecification4.5.2.i.1minimumthreecoldlegflow Ii FPLLetterL-99-195AttachmentPage4of4surveillancerequirementof476gpmOadischargeheadof1150to1290ft.A~conservativeallowanceof23gpminthethreelooptotalinjectionflowthusexistsbetweentheanalysisvalueandtheTechnicalSpecificationsminimumrequiredvalue.ThetotalHPSIflowmeasurementuncertaintyiscalculatedtobe18gpmforthecombinedthreeloopflow.Thisuncertaintyincludestheinstrumentloopuncertainty(includingdriftandotherinaccuraciessuchasorificeplatetolerancesandprocesstemperaturevariance)andthrottlevalvepositionvariance(a1/32"stemposition)thatareapplicableduringroutineflowandthrottlevalvepositionverificationsurveillancesrequiredbyTechnicalSpecifications4.5.2.g,4.5.2.hand4.5.2.i.b)ZeroFlowCondition:TechnicalSpecification4.5.2.gsurveillancetestingoftheHPSIpumpsconsistsofaverificationthatthepumps'otaldevelopedheadisgreaterthanorequalto2854ft.onrecirculationflow.Theinstrumentusedtomeasurethisparameterhasatotaluncertaintyofapproximately0.9%fullscale.TheSBLOCAanalysisuses0gpminjectionflowataRCSpressureof1214psia.Thisanalysisvalueprovidesamarginofapproximately53ft.(or1.2%fullscale)totheTechnicalSpecificationsvalue.Therefore,themargininthesafetyanalysisvalueissufficienttoaccommodatetheassociatedinstrumentuncertainty.
