Re:St.LucieUnit1DocketNo.50-335ProposedAmendmenttoFacilit0eratinLicenseDPR-67Inaccordancewith10CFR50.30,FloridaPower5LightCompanysubmitsherewiththree(3)signedoriginalsandforty(40)conformedcopiesofarequesttoamendAppendixAoFacilityOperatingLicenseDPR-67.ThisproposalisbeingmadeinresponsetoConditiongofEnclosure1totheoperatinglicense,andsupplementsanearliersubmittaldatedFebruary9,1979(L-79-37).Pae6-16bNewSpecification4.6.2.2.disaddedtorequireflowpathverificationtestingoftheNaOHcontainmentsprayadditivesystemonaonceper5yearbasis.TheproposedamendmenthasbeenreviewedbytheSt.LucieFacilityReviewGroupandtheFloridaPower8LightCompanyNuclearReviewSoard.Theyhaveconcludedthat,itdoesnotinvolveanunreviewedsafetyquestion,Verytrulyours,obertE.UhrigVicePresidentAdvancedSystems5TechnologyREU/MAS/TCG/ahAttachmentcc:JamesP.O'Reilly,RegionIIHaroldF.Reis,EsquirePocI5~j~P3CPGSQu2F'0PEOPLE...SERVINGPEOPLE SAFETYEVALUATIONRe:St.LucieUnit1DocketNo.50-335SraAdditiveFlowPathVerificationNaOHIntroductionThisevaluationsupportstheproposedadditionofTechnicalSpecificationsurveillancerequirement4.6.2.2.d.TheadditionalsurveillanceisbeingproposedinresponsetoConditiongofEnclosure1toOperatingLicenseDPR-67.ConditiongwasestablishedbyAmendment26datedMay23,1978.II.DiscussionNewspecification4.6.2.2.disaddedtorequireflowpathverificationtestingoftheNaOHContainmentSprayAdditiveSystemonaonceperfiveyearbasis.Theflowpathverificationwouldconsistofatwostepprocesswitheachstepinvolvingflowratemeasurement.First,NaOHwouldbeallowedtoflowfromtheNaOHSprayAdditiveTanktoatestconnectionimmediatelydownstreamofthetankoutletvalvewh'ereflowratewouldbemeasured.Afterthisfirstflowratemeasurement,theinitialsectionoftestlinewouldbeflushedanddemineralizedwaterinjected(atthetestconnection)intotheContainmentSpraySystemwhereasecondflowratemeasurementwouldbemade.Anymodificationsneededtosupporttheproposedflowratetestingtoflowpathver'ificationwillbemadebeforetheendofthefirstsurveillanceinterval.Flowratetestingrepresentsadditionalsurveillanceandprovidesadditionalassurancethatthesprayadditivesystemwillmaintainoperability.III.ConclusionsThenewspecificationprovidesadditionalsurveillance.Assuch,itprovidesaddedreliabilityforthesprayadditivesystemandthustendstoincreasemarginsofsafety.Basedontheconsiderationsdiscussedabove,(1)theamendmentdoesnotinvolveasignificantincreaseintheprobabilityorconsequencesofaccidentspreviouslyconsideredanddoesnotinvolveasignificantdecreaseinasafetymargin,(2)thereisreasonableassurancethatthehealthandsafetyofthepublicwillnotbeendangeredbyoperationintheproposedmanner,and(3)suchactivitieswillbeconductedincompliancewiththeCommission'sregulationsandtheissuanceofthisamendmentwillnotbeinimicalto.thecommondefenseandsecurityortothehealthandsafetyofthepublic.
