ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 - NRC SUPPLEMENTAL INSPECTION REPORT 05000313/2014407 AND 05000368/2014407

Dear Mr. Browning:

In approximately August 2008, your staff failed to meet a requirement or standard. On February 27, 2014, the NRC completed a Special Inspection at your Arkansas Nuclear One, Units 1 and 2, facility. Based on the results of this inspection, documented in NRC Inspection Report 05000313/2013406 and 05000368/2013406, dated March 25, 2014, and the final significance determination documented by letter dated June 18, 2014, the NRC assigned a finding Action Matrix input to the security cornerstone in the first quarter of 2014. In response to this Action Matrix input, the NRC informed you that a supplemental inspection would be required. On September 17, 2014, you informed the NRC that the station was ready for the supplemental inspection.

On October 15, 2014, the NRC completed the supplemental inspection and discussed the results of this inspection and the implementation of your corrective actions with Mr. D. James, Director, Regulatory and Performance Improvement, and other members of your staff. The supplemental inspection reviewed the circumstances surrounding an issue which your staff identified on November 14, 2013. The inspection team documented the results of this inspection in the enclosed inspection report.

The NRC performed this supplemental inspection to determine if (1) the root and contributing causes for the significant issues were understood, (2) the extent of condition and extent of cause for the identified issues were understood, and (3) your completed or planned corrective actions were sufficient to address and prevent repetition of the root and contributing causes.

The NRC has determined that the completed or planned corrective actions were sufficient to address the performance that led to the finding. Therefore, the performance issue will not be considered as an Action Matrix input after the end of the fourth quarter of 2014.
