This refers to the telephone conversations between Mr. L. F. Pikar and me on September 17, 1979, and between Mr. Pikar and Mr. W. C. Seidle of my staff on September 18, 1979, concerning your plans to resume the placement of concrete in the Reactor Containment Building exterior wall and dome on September 18, 1979.

Fellowing the detection of the inadvertent omission of shear tie reinforcing steel in the 32nd lift of the Unit No. 2 Raactor Containment Building (RCB) exterior wall, placement of additional concrete in the RCB was stopped by a TUGC0 stop work order issued on September 7,1979. This action was confirmed by a Region IV Immediate Action Letter, dated September 7,1979.

On September 18, 1979, our on-site Resident Raaetor Inspector completed the NRC review of the actions identified in the RIV Immediate Action Letter to correct concrete placement problems which resulted in the omission of shear tie reinforcing steel. Based on the results of the NRC review, we have no f

objection to your plan to resume concrete placement in the shield wall and dome. We will continue to monitor closely your work activities, management controls and implementation of your Quality Assurance program during subsequent inspections.
