By {{letter dated|date=February 13, 2020|text=letter dated February 13, 2020}} (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20049A860), NextEra Energy Duane Arnold, LLC (NEDA),
formerly FPL Energy Duane Arnold, LLC requested approval of changes to its Quality Assurance Topical Report (QATR) FPL-3 in accordance with paragraph 50.54(a)(4) of Title 10 of the Code of Federal Regulations (10 CFR). The proposed changes are applicable only to Duane Arnold Energy Center (DAEC).
In a {{letter dated|date=December 29, 2006|text=letter dated December 29, 2006}} (ADAMS Accession No. ML063540197), the U.S. Nuclear Regulatory Commission (NRC) approved common QATR FPL-1, which included other nuclear stations in addition to DAEC. In a {{letter dated|date=January 18, 2019|text=letter dated January 18, 2019}} (ADAMS Accession No. ML19023A196), NEDA provided formal notification of the intention to permanently cease power operations at DAEC in the fourth quarter of 2020. To support the transition of DAEC to a decommissioning facility, NEDA has developed a site-specific DAEC QATR FPL-3 using the QATR FPL-1 as the basis.
QATR FPL-1 will no longer be effective at DAEC following approval and implementation of QATR FPL-3. The adoption of QATR FPL-3, for 10 CFR Part 50 licensed activities, represents a reduction in commitment pursuant to 10 CFR 50.54(a)(4). In addition, NEDA also requests NRC review and approval to apply the program to 10 CFR Parts 71 and 72 activities in accordance with 10 CFR 71.101(f) and 10 CFR 72.140(d), respectively.
The NRC staff has determined that a review of these changes will take longer than 60 days. Therefore, NEDA shall refrain from implementing these changes until the staffs review is completed which is expected by September 1, 2020, as requested in NEDAs letter.
