DUANE ARNOLD ENERGY CENTER - NRC INSPECTION REPORT NO. 07200032/2024001 AND 05000331/2024002
Dear Justin Both:
On September 26, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the shut-down Duane Arnold Energy Center (DAEC) in Palo, Iowa. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. The enclosed report presents the results of this inspection, which were discussed with members of your staff on September 26, 2024.
The inspection consisted of an examination of activities at the site as they relate to safety and compliance with the Commissions rules and regulations. Areas examined during the inspection are identified in the enclosed report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, reviewing work activities, and interviews with personnel.
Based on the results of this inspection, the inspectors did not identify any violations of NRC requirements.

EXECUTIVE SUMMARY The inspection consisted of interviews of site personnel, onsite walkdowns, observation of the biennial emergency exercise, reviews of facility changes, observations of licensed activities at the independent spent fuel storage installation (ISFSI) and evaluation of the licensees programs and recent changes to those programs using inspection procedure (IP) 60855.
Operation of an Independent Spent Fuel Storage Installation
The licensee performed ISFSI monitoring operations, change evaluations, radiation protection, and quality assurance activities in accordance with the Certificate of Compliance (CoC) requirements and applicable regulations.
Report Details 1.0 Operation of an Independent Spent Fuel Storage Installation (IP 60855)
1.1 Inspection Scope The inspectors performed walkdowns reviewed documents, observed the biennial emergency preparedness exercise, and interviewed plant personnel to assess the licensees performance in the following areas:
Changes, tests, or experiments were made in accordance with 10 CFR 50.59 and 10 CFR 72.48, and evaluations required by 10 CFR 72.212 were revised, as applicable;
ISFSI monitoring activities were performed in accordance with approved procedures; and
The effectiveness of the licensees quality assurance program.
1.2 Observations and Findings The licensee performed their final spent fuel loading campaign in Spring 2022 and the ISFSI has remained in its loaded configuration since that time.
The inspector observed that the licensee was evaluating changes to the facility, programs, and procedures since the last inspection in accordance with 10 CFR 50.59, 10 CFR 72.48, and 10 CFR 72.212. Changes were consistent with the license and CoCs, and did not reduce the effectiveness of the applicable programs.
The licensee performed routine surveys and environmental radiological monitoring as required for the ISFSI. The survey results indicated that radiological conditions were in accordance with the 10 CFR 72.104 limits.
The inspector conducted a walkdown of the ISFSI pad on September 24, 2024. The inspector evaluated the structural condition of the pad and storage modules for the TN NUHOMS systems in service.
A review of audits and corrective action reports written since the last ISFSI inspection indicated that the licensee was identifying and correcting conditions adverse to quality.
The licensee had not yet completed a quality assurance audit since the last inspection.
No findings were identified.
1.3 Conclusions ISFSI operations and monitoring were performed in accordance with CoC requirements and applicable regulations.
2.0 Exit Meeting The inspector presented the inspection results to Jeffrey Miell and other members of the licensee staff on September 26, 2024. The licensee acknowledged the results as presented and did not identify any of the potential report input as proprietary in nature.
