SUMMARY

In accordance with the reporting requirements of Peach Bottom ODCM Section 3.10.3 l applicable during the reporting period, this report summanzes the radiation doses due to radioactive effluent releases from Peach Bottom Atomic Power Station Units 2 and 3

' for the period January 1,1998 through December 31,1998. j i

Detailed discussion of the methodology utilized in the report has been provided in a l previous report (Ref.1). Only in those cases where the methodology has been changed willit be discussed in detail.

The radiation doses due to the release of radioactive materials during the reporting period were well below 10CFR50 Appendix I and 40CFR190 limits. A comparison of the calculated doses to the appropriate limits is presented on Table I-1, Comparison of Doses Resulting from PBAPS Units 2 and 3 with ODCM and 10CFR50 Appendix I Design Objectives. Specifically, the maximum effsite total body dose due to liquid releases was 2.40E-03 mrem; the maximum offsite total body dose due to gaseous {

releases was 7.32E-02 mrtm. l l

Since PBAPS releases were well within applicable Radioactive Effluent Technical l Specifi:ations limits and were a small fraction of ODCM and 10CFR50 Appendix I design objectives, it is concluded that PBAPS releases were within 40CFR190, ,

Pesch Bottom At:mic Power Stttion 1998 Raditti:n Dise Assessmezt Report IL STATION LOCATION Peach Bottom Atomic Power Station is located on the western shore of Conowingo Pond in York County, Pennsylvania. The station, two boiling water reactors (3458 MWt), is described in the Updated Final Safety Analysis Report (Ref. 2). Conowingo Pond is the receiving stream for liquid radwaste effluents.

HL PEACH BOTTOM LIOUID AND GASEOUS RADWASTE EFFLUENTS The release of radioactive materials in liquid and gaseous effluents from PBAPS are reported in the Peach Bottom Atomic Power Station Effluent Release Report No. 41 (Ref. 3).

IV. HYDROLOGY AND METEOROLOGY A. HYDROLOGY Travel times and dilution factors were determined based on the daily Conowingo Pond flows in 1998. Daily Pond flowg were reviewed to determine a mean monthly Pond flow. Each daily flow value was assigned to one of three Pond flow regimes (Ref. 4). The resulting daily travel times and dilution factors were then averaged to determine a monthly mean travel time and dilution factor for each receptor location.

The travel times and dilution factors for those locations in the Conowingo Pond, where the highest doses were calculated, are listed in Table IV-1 for each monthly flow regime.

B. METEOROLOGY Section VIII describes in detail the meteorology in the PBAPS region during 1998, affecting the atmospheric dispersion and the deposition of radionuclides from PBAPS gaseous radwaste releases. This meteorology was used for the evaluation

- of PBAPS Units 2 and 3 gaseous releases.

LIOUID AND GASEOUS PATHWAY DOSE MODELS The maximum annual doses to individuals in unrestricted areas that could result from the effluent releases from PBAPS were calculated according to the guidelines in USNRC Regulatory Guide 1.109 (Ref.5) and the models described therein. NRC computer codes, LADTAP and GASPAR, which incorporate the computational models described in Regulatory Guide 1.109, were used to perform the liquid and gaseous dose calculations respectively.

. The liquid release pathways which were considered in making these calculations included drinking water, aquatic foods, shoreline usage, swimming, and boating. All pathways were calculated using the equations and dose factors provided in the LADTAP computer code. ,

E All gaseous release pathways considered included external radiation from the air and ground, inhalation and ingestion of vegetation, meat, cow's milk and goat's milk as applicable. The inhalation and ingestion pathways were evaluated for the adult, teenager, child, and infant age groups. The dose calculation at each receptor was done in two parts - a dose component resulting from the off-gas stack and one from the building vents. These doses were then summed to yield a total dose for each pathway and organ.

The dose models to be used in future reports will be bounding evaluations as opposed to individual receptor evaluations as described beMw.

Liauld Pathway Model To Be Used In Future Reports:

This new bounVg method will calculate total body, organ, and skin doses due to liquid releases as they would be if all pathways (e.g., drinking water, aquatic foods, shoreline usage, swimming, and boating) existed at the location just below the plant discharge. Usage factors would be adjusted to the highest of the four (4) current locations for each pathway for consetvatism. The table below indicates the current and bounding usage factors for this location. The discharge location shoreline width factor will also be increased (from 0.1 to 0.2, the highest factor of the 4 locations currently evaluated).

Peach Bottom Atomic Power Station i 1998 Rzdistion Dose Assessment Report If the results of these bounding doses were found to be above the ODCM annual limits, then a pathway-specific analysis would be performed at each of the 4 locations to verify compliance with the ODCM. The computer program LADTAP will continue to be used to determine doses due to liquid radioactive releases. This method was used for this report in addition to the current method for comparison. Current method results are listed in Tables VII-l through VII-4. Bounding method results are indicated in Table VII-5. Table VII-6 provides a summary of both methods for comparison. Table

VII-7 indicates the fractional increases of the bounding method over the current method.

Gaseous Pathway Model To Be Used In Fr.ture Resorts:

Doses due to gaseous releases will be evaluated at the location with the highest calculated annual average X/Q and D/Q. All pathways will be assumed to exist at the highest X/Q and D/Q location in order to determine a bounding annual dose value. If, in the unlikely event that this calculated dose value were to be above any ODCM limit, a location-specific analysis would then be performed that would reflect the appropriate pathways for each individual location in order to verify ODCM compliance. The annual average X/Q and D/Q values will continue to be determined for all identified receptor locations. The computer program GASPAR will continue to be used to determine doses due to gaseous radioactive releases. Using this method, the resulting doses for 1998 were slightly higher due to the addition of several ingestion pathways at the highest X/Q and D/Q location but resulted in the same identified location as did the individual location method.

Peach Bottom Atomic Power Station 1998 Radiation Dose Assessment Report VI. RECEI'rOR LOCATION AND USAGE FACTORS FOR ANNUAL DOSE EVALUATIONS A. Liauld Releases The annual doses resulting from PBAPS liquid radwaste releases were calculated at various locations on Conowingo Pond. The locations are shown in Figure VI-1. These locations were selected because they represent areas where the listed pathway activities are most likely to occur. The locations and

. pathways are:

Since Conowingo Pond represents only a small

' fraction of the water supply for the City of Baltimore, any doses resulting from this pathway are much smaller than those estimated from drinking water at Conowingo Dam. The Chester Water Authority withdrew drinking water from Conowingo Pond approximately 40 percent of the year. Usage factors were adjusted accordingly. No other liquid pathway usage and consumption rates used in these calculations changed from previous years (Ref. 6).

B. Gaseous Releasi

- In order to assure that the location of the maximum off-site annual dose to each pathway resulting from PBAPS radioactive gaseous effluents was identified, annual doses at several (136) locations were calculated. These included real locations of dairy pastures and residences in each sector. Meat animal pastures were assumed to coexist with dairy pastures. A dairy pasture survey was performed in 1998 which determined the pasture closest to PBAPS in each sector. There was one herd of milk goats in the W sector within five miles of PBAPS. No gaseous pathway usage and consumption rates used in these calculations changed from previous years (Ref. 7).

Tables VII-l through VII-4 list the calculated annual doses through the various pathways to the maximum individual in the adult, teenager, child, and infant age categories in each of the four receptor locations as a result of PBAPS liquid radwaste releases.

The maximum calculated total body dose from all liquid pathways was 2.40E-03 mrem to the child and occurred at Location 4, Conowingo Dam. This is 0.04% of the 10CFR50, Appendix I design objective. Using the previously mentioned bounding analysis method, a value of 6.98E-03 mrem to a child was calculated.

The maximum calculated dose to any organ from all liquid pathways was 2.55E-03 mrem to the adult thyroid and child liver, both of which also occurred at Location 4. This dose is 0.01% of the 10CFR50 Appendix I design objective. Using the previously mentioned bounding analysis method, a value of 6.75E-03 mrem to the infant liver was calculated.

B. Gaseous Releases Tables VII-8 and VII-9 list the annual offsite doses to all organs through all pathways by age group at the offsite location where a person would receive the largest calculated total body and organ dose respectively resulting from exposure to noble gases, particulates, and iodines released from PBAPS.

The maximum calculated offsite total body dose was 7.32E-02 mrem to the infant and occurred at a residence 2900 feet NW from the PBAPS building vents. This dose is 0.73% of the 10CFR50 Appendix I design objective.

The maximum calculated offsite organ dose was 1.50E-01 mrem to the infant thyroid and occurred at a residence 2900 feet NW from the PBAPS building vents. This dose is 0.50% of the 10CFR50 Appendix I design objective.

The maximum calculated offsite skin dose was 9.80E-02 mrem to a child at a residence 2900 feet NW from the PBAPS building vents. This dose is 0.33% of the Appendix I design objectives.

The location where a person would receive the largest calculated total body dose from exposure to PBAPS releases due to non-occupational activities inside the site boundary is at the boat ramp approximately 2100 feet NNW of the PBAPS building vents. The calculated total body dose is 7.27E-02 mrem and calculated skin dose is 8.47E-02 mrem assuming continuous occupancy. If the

. shoreline recreational usage factor (325 hours0.00376 days <br />0.0903 hours <br />5.373677e-4 weeks <br />1.236625e-4 months <br /> per year) were used, a smaller dose would result. Table VII-10 lists doses at this location.

The meteorology at the PBAPS site is evaluated by instruments on a meteorological tower on the bluff overlooking the plant and is described in the UFSAR (Ref. 2). All data are summarized using the Pasqtill-Gifford system. Peach Bottom Atomic Pmer Station 1998 Radi: tion Dose Assessmert Report IL CONCLUSIONS

- A. Table I-1, Introduction and Summary, summarized the maximum calculated annual doses resulting from Peach Bottom Atomic Power Station Units 2 and 3 routine liquid and atmospheric radwaste releases and how they compare to the 10CFR50 Appendix 1 design objective dose limits. All calculated doses were extremely low and well within the 10CFR50 Appendix I design objective dose limits.

1 B. A bounding analysis has shown that calculated doses using this method results in l slightly higher reported doses but remains acceptable. This method will be used in future reports.
