NBSR License Amendment Request Ref:    Docket 50-184, TR-5 Facility License Sirs/Madams:
As indicated in our submittal of October 1, 2021, one of the corrective actions in response to the fuel failure event of February 3, 2021 was to make improvements in the methods of fuel element latch verification. Accordingly, we are requesting a license amendment to modify NBSR Technical Specification 3.9.2.1 to require both rotation checks and visual checks of the fuel element latch. The proposed changes are enclosed.
