DEIETION OF CDN'IROL BUIIDING CD9 FIRE SUPmESSION SYSTEM Gentlemen:
In accordance with the provisions of 10 CFR 50.90 as recuired by 10 CFR 50.59(c) (1) , Georgia Ruer (bmpany (GPC) hereby proposes changes to the Technical Specifications, Appendix A to Operating Licenses DPR-57 and NPF -5.
                  'Ihese proposed changes would delete from Plant Hatch Units 1 and 2
            'Ibchnical Specifications recnirements for the Control axilding CD2 fire alppression system.
                  'Ihis system is now reclindant to other installed fire protection systems and is not recpired for adecuate fire alppression capability.                    In addition, this system poses a personnel life safety hazard daring altveillance ard operation Attachment 1 provides a detailed description of the proposed changes anG circumstances necessitating the change recuest.
Attachment 2 details the basis for our determination that the proposed changes do not constitute an unreviewed safety cuestion.
Attachment 3 details the basis for our determination that the proposed changes do not involve significant hazards considerations.
Attachment 4 provides page change instructions for incorporating the proposed change.

                                      -EDWIN I. HATCH NUCLEAR PLANT UNITS 1 AND 2 BASIS FOR CHANGE REQUEST Plant Hatch Unit 1. Technical Specification 3/4.13.4 and Unit 2 Technical Specification 3/4.7.6.3 require the Control Building C02 fire protection system to be operable 'at all times when the equipment in the area is
                  .' required to be - operable. The carbon dioxide suppression system in the Control Building was originally intended to protect the cable spreading room and the computer room. Additionally two . CO2 hose reels were provided in the Control Building. corridor on the 130' elevation for primary protection of the switchgear rooms and switchgear transformer rooms. Backup protection was . previously provided by the CO2 hose reels for the laboratory and the Control Building corridor.
However, primary and- secondary fire - protection in each of the areas serviced:by the Control Building C02 system is now provided by other means including sprinklers, hose stations, and portable. fire extinguishers. These changes were initiated by the requirements. of the Appendix A response for
                    ' APCS 8 .9.5.1. Therefore.. the Control Building C02 system is now redundant
                  - to other installed fire suppression systems. And, because C02 displaces oxygen in. the human body, a life safety hazard is presented during performance of surveillance-on this system. Maintenance and surveillance of the system by ~ personnel, < as . well as inadvertent actuation, could pose a significant personnel safety hazard. On the above basis GPC requests that

HATCH NUCLEAR PLANT UNITS 1 AND 2 DELETION OF CONTROL-BUILDING C0p FIRE SUPPRESSION SYSTEM 10 CFR 50.59 EVALUATION Pursuant to 10 CFR. 50.59, the Plant Review Board and Safety Review Board have reviewed the attached proposed amendment to the Plant Hatch Units
                  .1 and 2 Technical Specifications and have determined that implementation of the proposed change does not constitute an unreviewed safety question PROPOSED CHANGE The proposed change would delete the requirement for an operable C02 fire suppression system from the Unit 1 and 2 Technical Specifications.
BASIS The probability of occurrence and the consequences of an accident or malfunction of equipment important to safety are not increased above those analyzed in the FSAR due to this change because other fire protection systems are provided which will ensure equivalent or better protection from the fire hazard in each of the areas serviced by the control building C02 system.
The possibility of an accident or malfunction of a different type than analyzed in the FSAR does not result from this change because no changes to the plant modes of operation are being proposed and the remaining fire suppression capabilities are sufficient for the hazards involved.
The margin of safety as defined in the Technical Specifications is unaffected by deletion of the Control Building CO2 system because new systems    have  been  added    a1d  provided  with appropriate  Technical Specification requirements.

The basis for this determination is as follows:
PROPOSED CHANGE The. proposed - change would delete the requirement for an operable C0 2 fire suppression system from the Unit 1 and 2 Technical Specifications.
BASIS The proposed - change does . not involve a significant increase in the probability or consequences of an accident previously evaluated because this
_ change _would delete what is now a redundant fire suppression system which is no longer required for adequate fire protection and which poses a potential personnel safety hazard during surveillance and operation.
                        'The proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated because no safety limits or safety system settings are being changed. Sufficient fire suppression capability will still be available in the affected fire areas.
The proposed change does not involve a significant reduction in the margin of'_ safety because safety settings are not altered and the affected fire areas will still have sufficient suppression capability.
