-With assistance from the Idaho National Laboratory, we have reviewed your letter dated February 6,1986 May 28,1987 and September 1,1987 regarding the
'l first ten-year interval-Inservice Inspection Program Plan for Byron Station, Unit 1.
The program plan was submitted for review and evaluation of its compliance with the requirements of the 1980 Edition through Winter 1981
- Addenda of Section XI of the ASME Boiler and Pressure Vessel Code and relevant comitments made prior to plant operation.
We agree with the contractor's conclusions and recommendations presented in itsTechnicalEvaluationReport(TER) attached. We have determined that the.
Byron Unit 1 Ten-Year Inservice Inspection Program Plan,(Revision'1 is in compliance with the requirements with the exception of: 1) the licensee's application of exemption criteria to the Containment Heat Removal System (CHRS) and(2)theexemptionfromexaminationoftwoweldsofanintegralattachment that the staff has determined should be examined.
In addition, we have determined that certain Section XI Code requirements that you cited are impractical to perform at Byron Unit 1.
In such instances we have granted relief from those requirements. This relief is authorized by law and will not endanger life or property or the comon defense and security and is otherwise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. We have denied relief request NR-3, NR-12, CR-2, and SR-1. A sumary of the requirements dttached SER/TER (granting or denying the relief requests are contained in the and the bases for ).
We conclude that the Byron Station, Unit 1. Ten-Year Interval Inservice Inspection Program Plan, Revision 1, with the additional information provided and the reliefs granted, constitute part of the basis for meeting the DC
