| description = The licensee identified a Green NCV of 10 CFR 50, Appendix B, Criterion V, Instructions, Procedures, and Drawings, for inadequate procedures to ensure all post-maintenance testing activities are completed prior to restoration. Specifically, the B EDG governor lube oil was not drained to its proper level prior to declaring the diesel generator and taking the opposite train out of service for planned maintenance on February 28, 2013. The violation is more than minor because it affects the procedure quality attribute of the mitigating systems cornerstone objective to ensure the availability and reliability of systems which respond to initiating events to prevent undesirable consequences. The inspectors determined the finding to be Green, or of very low safety significance, using IMC 0609, Appendix A, Significance Determination Process for findings at Power, Exhibit 2, Mitigating Systems Screening Questions, Section A, because the finding did not meet any of the criteria requiring a detailed risk evaluation. Title 10 CFR 50 Appendix B, Criterion V, states, in part, that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings. Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished. Contrary to the above, from 5:49 a.m. to 11:07 p.m. on March 1, 2013, procedure number, title and revision was inappropriate to the circumstances because it caused the B emergency diesel generator to be inappropriately restored due to inadequate guidance to ensure that the governor oil level was properly adjusted.
