TECliUICAL SPECIFICATION CliAhGE REQUEST NO. 67 PLANT STAFF ORGANIZATION POINT BEACli NtCLEAR PLAUT, UNITS 1 AND 2 In accordance with the roquircuents of Part 50.59 of Title 10 of the Code of Federal Regulations, Wisconsin Electric Power Company (Licensee) hereby autmits an application for amendmontu to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant Units 1 and 2 respectively. The purpose of these amendicents is to authorize changes to the Technical Specifications. 'Ihose changes are ad;ninistrative in nature and include a revised plant staff organization. The specific changes are discussed in detail as follows:

1. Page 15.2.3-6: Typographical errors have boon corrected.

2. Page 15.3.2-3: A clerical error has boon corrected in Specification D.3.b on this page

to clarify the understanding of the i Specification.

l 3. Page 15.4.9-1: The reference to the Atonic l Eaergy Cor. mission has been changed to the l Nuclear Regulatory Cormission.

4. Page 15.5.1-1: _ The word " power" has been celotod from Line 1 of the Specification.

5. Page 15.6.1/2-1: Specification 15.6.2.2 has been revised to permit Licensee ficxibility

in making administrativo changes to the facility organization.

7. Figure 15.6.2-2: It is~ proposed'that the plant staff organization be changed to provide for the addition of a General Superintendent reporting to the Manager-Nuclear Operations and having direct responsibility for plant operations and direct support. In addition, several' titles of plant staff personnel have been changed. -Pleaso note that the position of Duty Tecnnical Advisor has been included in the Operations Group shif t makeup.

This addition was originally proposed in Licensee's amendment application to the NRC dated February 4, 1981 regarding Tecnnical Spocifications for TMI related changes filled at the Point Deach Nuclear Plant since January 1, 1980, this change raould also be issued with these administrativo cuandments.

10. Pago 15.6.5-2 'Ggacification 15.6.5.2-2 regarding the composition of the' Manager's Supervisory Staff has been.cnanged to reflect the proposed title changes, the addition of the General Superintendent and Reactor Engineer and -to provide for more flexibility.in the composition of.the. supervisory staff in.the event ono or more positions are temporarily'not filled.

11. Page 15.6.9-4: A' typographical error has been corrected.

Proposed page enanges for each of the above items have been onclosed with ' this ' application. 'The specific changes on cach page have been indicated by means of a margin bar or bars. .

' Licensco has reviewod the requirements of 10 CFR Part 170.22 regarding the schedule of fees for facility license amendment reviews and approvals. It is our determination that those proposed Technical Specification changes are strictly' administrative in nature and have no safety or environmental significance. Accordingly,.the license amendaent for DPR-24 should be classified as a Claus II amendmont and the duplicate amendment for DPR-27 classified as a Class I amendment. We have enclosed herewith a check in the amount of $1,600 as full payment for the requisite fee.
