The three sources considered for this calculation include fugitive dust, windblown dust, and emissions for off-road construction equipment. The totals from all three of these activities are summarized in Table 1.

Using the AERSCREEN results from Table 4, the concentrations at 112 and 430 m for each of the effluents in Table 1 were calculated as follows.
The calculations were conducted using the attached Excel spreadsheet (Attachment 2). The following example for PM-10 shows the approach.
Total release is 1,463 kilograms (kg) (3,226 pounds [lb]) over 17 months (Table 1).
Average 1-hr PM- 10 release is:
3,226 lb/17 months x 1 monthl30 days x 1 day/24 hr 2.64E-01 lb/hours (hr) average over 17 months From AERSCREEN, the maximum concentration is at 112 m and is 1,103 micrograms (pgg)/cubic meter (m3)/(1 .00 lb/hr release).
* PM-10        =  2.64E-01 lb/hr average over 3 years x 1,103 igg/m                3/(1.00 lb/hr release)
* PM-10 =291pgg/m 3 Similarly, from AERSCREEN, the concentration at 430 m (closest receptor) is 391 pgg/m 3/
(1.00 lb/hr release) (Attachment 2).
PM-10        103 jgg/m 3 Similar calculations were completed for each of the other constituents in Table 1. The results are shown in Table 5.

NOx            nitrogen oxides.                              SCIx      =    sulfur dioxide.
Based on Table 6, the modeled release concentrations are below the applicable NAAQS standards except for PM-10 and PM-2.5. The PM-10 and PM-2.5 releases are assumed to not be mitigated for this analysis. However, the PM-10 and PM-2.5 would be mitigated to ensure that the air concentrations are less than the NAAQ standards by use of water application during excavation operations and limiting excavation during periods of high winds. Therefore, no additional modeling is required at this time.

From Table 8, control measures for particulate matter should be considered during construction.
In addition, engine emission controls for the construction equipment should be evaluated for the individual units. The emissions factors used were based on average equipment and associated horsepower. Emissions information based on the specific manufacturer's data should result in actual emissions being lower.

* PM-10        =  2.64E-01 lb/hr average over 3 years x 1,103 igg/m                3/(1.00 lb/hr release)
* PM-10 =291pgg/m 3 Similarly, from AERSCREEN, the concentration at 430 m (closest receptor) is 391 pgg/m 3/

TEM-9002 'ENGINEERING DESIGN FILE EDF-3124-0014 09/29109 Rev. 1 Rev. 0 Page 2 of 23 Introduction As described in EDF-3 124-0004, Calculationfor the Determination of Fugitive Dust During ConstructionActivities, EDiF-3 124-0006, Determinationof Wind-Blown Dust During ConstructionActivities, and EDF-3 124-0009, Off-Road Emissions During Construction, there will be numerous emissions sources during the construction phase of the Northwest Medical Isotopes, LLC (NWML) Radioisotope Production Facility. The three sources considered for this calculation include fugitive dust, windblown dust, and emissions for off-road construction equipment. The totals from all three of these activities are summarized in Table 1.

a Distance from the source to the location of the maximum concentration is 112 m.

b Distance from the source to the nearest receptor.

N/A = not applicable.

  • PM-10 = 2.64E-01 lb/hr average over 3 years x 1,103 igg/m 3/(1.00 lb/hr release)
  • PM-10 =291pgg/m 3 Similarly, from AERSCREEN, the concentration at 430 m (closest receptor) is 391 pgg/m 3/

(1.00 lb/hr release) (Attachment 2).

PM-10 103 jgg/m 3 Similar calculations were completed for each of the other constituents in Table 1. The results are shown in Table 5.

a Maximutm concentration from AERSCREEN was at 112 m.

CO =carbon monoxide. PM-2.5 = particulate matter 2.5 jim or less diameter.

NAAQS =National Ambient Air Quality Standards. PM-10 = particulate matter 10 pxm or less diameter.

The values in Table 5 were then compared to the National Ambient Air Quality Standards (NAAQS) in Table 6.

a Maximutm concentration from AERSCREEN was at 112 m.

CO =carbon monoxide. PM-2.5 = particulate matter 2.5 jim or less diameter.

NAAQS =National Ambient Air Quality Standards. PM-10 = particulate matter 10 pxm or less diameter.
