Letter from M. D. Jesse (Exelon Generation Company, LLC) to U.S. Nuclear Regulatory Commission, 'Three Mile Island Unit 1 Response to Request for Additional Information Related to    Proposed Administrative Changes to the Technical Specifications" dated January 20,2012 (ML12020A091)
USNRC request for additional information (RAI), Reference 1, included several observations regarding the eXisting Three Mile Island, Unit 1 (TMI, Unit 1) Technical Specifications (TSs). The observations included the following statement:
"... the NRC staff notes that TS 5.1.1 refers to a "weather tower" depicted on Figure 5-3.
Both the existing and revised Figure 5-3 depictions show a "weather station." Exelon should consider making this terminology consistent."
In the Reference 2 RAI response, TMI, Unit 1 requested a revision to TS 5.1.1 on page 5-1 to state "weather station" consistent with Figure 5-3 and the NRC observation.
Reviews of design documents, station drawings, and systems descriptions determined the most correct terminology for the meteorological tower designation in TS 5.1.1 is a "weather tower." The reviews concluded that both a weather tower and a weather station are located at TMI, Unit 1 in the same vicinity, as shown on TS Figure 5-3. Further, the reviews clarified that the weather tower is where the meteorological sensors are located and the weather station houses the signal conditioning and recording instruments.
Therefore, TMI, Unit 1 withdraws the request to update TS 5.1.1 on page 5-1 to state "weather station" in the Reference 2 submittal. Attachment 1 provides the revised TS page mark-ups showing the withdrawn change. Attachment 2 provides the revised page showing the proposed changes.
