Re: St. Lucie Unit 2 Docket No. 50-389 Revised Pro osed Diesel Generator Technical S ecifications By letter L-85-333, dated August 27, l985, Florida Power 5. Light Company (FPL) submitted a request to amend Facility Operating License NPF- I amendment request involved changes to the Diesel. Generator Technical 6.'he Specifications in response to NRC Generic Letter 84-l5> NRC recommendations regarding the North Anna Unit 2 Technical Specifications issued as Amendment No. 48 to Facility Operating'License NPF-7, a'nd additional discussions with NRC on Emergency Diesel Generator surveillance requirements and reliability.
As a result of NRC staff review of this amendment request, several areas which needed clarification were identified. The staff indicated that the North Anna Unit 2 Technical Specifications should be considered as the "Standard Tech Specs" for Diesel Generator Technical Specifications. As a result, by letter L-86-I89,,
dated May 7, l 986, FPL submitted revised Technical Specifications which reflected the North Anna Unit 2 format and wording. This submittal was intended to provide the requested clarification.
As a result of additional discussions and a visit to the St. Lucie Plant by the staff subsequent to our May 7, l986 letter, other corrections and enhancements to the proposed license amendment were identified. The attached Technical Specification pages reflect the results of these discussions and the staff's site visit. The attached pages are intended to supercede both the August 27, l 985, and May 7, l 986, submittals.
Attached is a revised Safety Evaluation and No Significant Hazards Consideration.
