C. 20555 RE: St. Lucie Unit 1 Docket No. 50-335 Proposed License Amendment St. Lucie Unit 1 Containment Penetrations Surveillance Re uirement Pursuant to 10 CFR 50.90, Florida Power & Light. Company (FPL) requests to amend Facility Operating License DPR-67 for St. Lucie Unit 1. The proposed amendment excludes penetrations inside containment from the 31 day surveillance requirement of Technical Specification (TS) 4.6.1.1.a.l. and is consistent with similar provisions contained in NUREG-1432, Standard Technical Specifications for Combustion Engineering Plants.

It is further requested that the proposed amendment be issued in time for Unit 1, Cycle 12 startup which is scheduled for May 23, 1993. Circumstances surrounding the prompt nature of this request are documented in USNRC letter to FPL dated February 16, 1993,

St. Lucie Unit 1 Temporary Waiver of Compliance. contains a copy of the appropriate TS page marked-up to show the proposed change. Attachment 2 is a Safety Analysis in support of the proposed amendment. Attachment 3 is the "Determination of No Significant Hazards Consideration."

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board. In accordance with 10 CFR 50.91 (b)(1), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
