Re: Turkey Point Units 3&4 Docket Nos.50-250 and 50-25 I Proposed Amendment to S ent Fuel Stora e Facilit Ex ansion In accordance with IO CFR 50.90, Florida Power Bc Light Company submits herewith three signed originals and forty copies of a request to amend Facility Operating Licenses DPR-3I and 4I.This amendment is submitted to modify the existing Turkey Point Units 3 and 4 spent fuel storage facilities to accommodate an expected increase in the inventory of spent fuel assemblies above the capacity of the existing storage facility.The attached Safety Analysis Report contains details of the design, design analysis, and safety evaluation of the proposed modification.

The proposed amendment will involve Technical Specification changes as described below and as shown on the accompanying Technical Specification pages (Attachment I).T.S.Pa esii iv v Changes to Table of Contents.T.S.Pa e 3.I2-I and Pa e B3.I2-I The minimum time period for spent fuel decoy prior to cask handling operations fn the spent fuel pool is proposed to be increased to l525 hours.The affected Bases for this proposal is also modified to reflect this change.T.S.Pa e 3.I7-I Table 3.I7-I and Pa e B3.17-I This new Technical Specification and Bases provide for control of placement of spent fuel assemb lies in the spent fue I racks and incorporates boron concentration limits.Table 3.I7-I provides the fuel burnup requirements for placement into Region II locations of the multi region high density spent fue racks.yP 8403200264

These modifications consisted of reracking the Unit 3 and 4 spent fuel pools with high density fuel storage racks which increased the storage capacity for each pool from 2I7 fuel assemblies to 62l fuel assemblies.

Industry operating experience since this last modification, is considered by FPL to have demonstrated the well developed reracking technology used.FPL proposes to continue to use well developed reracking technology that results in negligible impoct to the environment and the public health and safety as addressed in the ottached Safety Analysis Report.4 FPL desires approval of these proposed amendment by October l5, l984 in order to support installation of the new racks prior to the unit shutdown for refueling (tentatively scheduled to begin March I 985).C The delay of Issuance of the amendments beyond the above date would cause increased fuel transfer between units.That increased transfer will result in additionol unnecessary radiation exposure to personnel, significant increases in construction delays and would increase the economic burden on FPL for the reracking efforts.Attachment 2 provides our conclusion that no significant hazard is produced by this proposed omendment.
