This is because we have recently added requirements in this area (Amendment 83 and 77)and have determined that the existing Specifications meet the intent of Generic Letter 83-37.The proposed facility modifications has been reviewed and approved by the Turkey Point Plant Nuclear Safety Committee and the FPL Company Nuclear Review Board.Attachment 2 provides an evaluation of the proposed action in light of three standards contained in 10 CFR 50.92 regarding the issue of no significant h az ards con si der ati on.In summary, FPL submits that the activities associated with the proposed amendments do not constitute a si gni f i c ant hazard to the public health and safety or to the environment and, therefore, that these amendments do not involve a significant hazards consideration.

These proposed changes are administrative in nature in that it replaces outdated specifications with revised and updated information particularly in the case of the Auxili ary Feedwater System.This is similar to example (i)of the Examples of Amendments That Are Considered Not Likely to Involve Significant Hazards Considerations as presented in the Feder al Register notice of Interim Final Rule dated April 6, 1983 in that it is: "A purely administrative change to technical specifications:

Section 3.8 The requirements of the Auxiliary Feedwater System have been modified.

Section 4.1.9 and Pa es B3.l-la and B4.19-1 The bases and surveillance requirements of the RCS Venting System has been added.

Section 6.13 The Environmental gualification section has been deleted as it has been superceded by 10 CFR 50.49. It has been replaced with a section of requirements for Post Accident Sanpling.

It should be noted that there are no submittals to modify the existing Specifications for Control Room Habitability. This is because we have recently added requirements in this area (Amendment 83 and 77) and have determined that the existing Specifications meet the intent of Generic Letter 83-37.

The proposed facility modifications has been reviewed and approved by the Turkey Point Plant Nuclear Safety Committee and the FPL Company Nuclear Review Board.

Attachment 2 provides an evaluation of the proposed action in light of three standards contained in 10 CFR 50.92 regarding the issue of no significant h az ards con si der ati on.

In summary, FPL submits that the activities associated with the proposed f

amendments do not constitute a si gni i c ant hazard to the public health and safety or to the environment and, therefore, that these amendments do not involve a significant hazards consideration. FPL respectfully rene~as s, therefore, that this application be processed pursuant to 10 CFR 50.91 and 50.92, as involving no significant hazards consideration.

ATTACHMENT Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 NUREG 0737 Technical S eci fications Safet and Si nificant Hazards Evaluation The Turkey Point Technical Specifications have been modified to incorporate TMI related plant changes. These include RCS Venting, Auxiliary Feedwater System, Effluent and post-accident Monitoring and Inadequate Core Cooling Instrumentation.

These proposed changes are administrative in nature in that it replaces outdated specifications with revised and updated information particularly in the case of the Auxili ary Feedwater System. This is similar to example (i) of the Examples of Amendments That Are Considered Not Likely to Involve Significant Hazards Considerations as presented in the Feder al Register notice of Interim Final Rule dated April 6, 1983 in that it is:

"A purely administrative change to technical specifications: for example, a'change to achieve consistency through the technical specifications, correction of an error, are a change in nomenclature."

The proposed change also meets exanple (ii) in that it is:

"A ch ange th at consti tutes an addi ti onal limitati on, restri cti on, or control not presently included in the technical specifications: for exmple or more stringent surveillance requirement."

In that this change merely revises and updates existing Technical Specifications, we have determined that operation of Turkey Point Units 3 and 4, in accordance with the proposed anendment, would not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or
2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or
3) Involve a significant reduction in a margin of safety.
