Over the past few years, the physical security at the PSBR has been improved to where it easily meets the security requirements for the category of low strategic significance. Since we intend to be in the category of low strategic significance, no additional features will be needed to improve the security at the PSBR. The impact of closure on the PSBR, due to the upgrade rule, is thus not applicable.

Nuclear Regulate ry Ccmmission Washington, D. C. 20555 ATTENTION: James R. Miller Acting Assistant Director for Site and Safeguards

Dear Sir:

Reference is made to your notice of July 30, 1979 requesting infor-mation regarding the physical protection measures we are taking to detect thef t of special nuclear material (SNM) of moderate and low strategic signfficance and the effects these changes will have on the Penn State Breazeale Nuclear Reactor (PSBR) .

The present status of the SNM material inventory at Penn State University places us in the category of " moderate strategic significance."

However, we are in the process of reducing our Smi inventory to place us in the category of " low strategic significance."

We presently have 1202 gms of U-235 in uranium enriched to greater than 20% plus 2 gms of U-233, and we have no need for all of this material.

Mr. ':arl Ahlberg of DOE is helping us transfer at least 400 gas of U-235 to other facilities which will reduce our total U-235 inventory in uranium enriched to greater thau 20% to approximately 800 gms U-235. Once this transfer is made, and we are prepared to make the transfer immediately, the PSBR will be in the category of low strategic significance.

It is believed that all information and data you have requested by August 15, 1979 is provided in this letter. Should you need further information, we will be pleased to provide it.
