16 Gentlemen:
In accordance with section 59(b) of 10 CFR 50, The Pennsylvania State University Breazeale Nuclear Reactor reports certain minor changes made to its facility during the calendar year 1981. These changes are as follows:
1.
The emergency exhaust system reported last year is now fully operational.
2.
On February 17, 1981, a set of four " Tag Out" indicator lights was installed on the reactor console. Through administrative control procedures, these lights are activated to alert operating personnel to the following conditions:
core source removed core screen removed beam port plug removed-personnel on roof These lights replaced an earlier system of tags, is simplier to use, and was approved by our safety committee.
3.
On December 21, 1981, conversion of the reactor bay zone ultrasonic intrusion detectors to infrared intrusion detectors was completed. Power for the new system is provided by an Uninterrupted Power Supply to protect all three zones from external power loss or voltage spikes.
The ultrasonic system was producing many false alarms due to electronic drift and temperature variations. The infrared system is more reliable and requires less maintenance.

- 4..Throughout the year, minor changes were made to the facility procedures.- These changes were made to update procedures, to correct for equipment changes, and to clarify references among procedures.
Also, please find enclosed a copy of the Twenty-sixth Annual Progress Report of The Pennsylvania State University Breazeale Nuclear Reactor. This report covers the period from July 1, 1980 to June 30, 1981.
