Violation of a PSBR Administrative Policy NRC License: R-2 Docket: 50-5

Dear Mr. Miller:

The purpose of this letter is to report a violation of one of the Administrative policies of the Penn State University Breazeale Reactor (PSBR). Administrative Policy AP-1 for the PSBR calls for the presence of a senior reactor operator at the control console for all power level changes. Contrary to this policy the reactor was shutdown from a power level of 1 Megawatt at 2:40 PM on 11 December 1981 with only a licensed operator at the control console. There were at least two licensed senior operators in the building at the time of this shutdown. One of those senior operators was the assigned duty reactor supervisor at the time. There was, therefore, no violation of Title 10, CFR Part 50 involved in this action; only the deviation from an internal policy.

There was no safety compromise in that the reactor was taken from full power to complete shutdown whfch is a safer condition and did not constitute a safety hazard.

This deviation from procedure and the importance of procedures will be discussed with the operator involved and the facility operators to assure that no further violations of this nature occur.
