Radioisotope Production Facility, the types and number of equipment, time operated, and material moved was estimated. Using these estimates and equations developed in the U.S. Environmental Protection Agency (EPA) AP-42, Compilation of Air Pollutant Emission Factors,the amount of PM-i10 and PM-2.5 was estimated for the RPF project. The results are presented in this document.
Methodology Earthmoving activities involve operation of heavy construction equipment on exposed soil. The methods for calculating fugitive dust emissions for earthmoving activities are outlined in AP-42, Section 13.2.5 (updated 2006). Emissions were calculated based on the following equation.
E = Ax EF x (1-ER/100) where:
E         =     Emissions (pound [lb])
A         =   Activity (lb, tons, vehicle, miles traveled)
EF       =     Emission factor (lb/hour [hr], tons, vehicle miles traveled)
ER       =     Overall emission reduction efficiency, percentage (0 unless control factors are used)
Assumptions Table I provides assumptions used in the fugitive dust calculations. The assumptions include the type of activities performed, the number of units performing the activities, the number of hours of the activities, and the amount of material moved.

Radioisotope Production Facility, the types and number of equipment, time operated, and material moved was estimated. Using these estimates and equations developed in the U.S. Environmental Protection Agency (EPA) AP-42, Compilation of Air Pollutant Emission Factors,the amount of PM-i10 and PM-2.5 was estimated for the RPF project. The results are presented in this document.

Methodology Earthmoving activities involve operation of heavy construction equipment on exposed soil. The methods for calculating fugitive dust emissions for earthmoving activities are outlined in AP-42, Section 13.2.5 (updated 2006). Emissions were calculated based on the following equation.

E = Ax EF x (1-ER/100) where:

E = Emissions (pound [lb])

A = Activity (lb, tons, vehicle, miles traveled)

EF = Emission factor (lb/hour [hr], tons, vehicle miles traveled)

ER = Overall emission reduction efficiency, percentage (0 unless control factors are used)

Assumptions Table I provides assumptions used in the fugitive dust calculations. The assumptions include the type of activities performed, the number of units performing the activities, the number of hours of the activities, and the amount of material moved.

Other assumptions include the following.

  • Silt content: 25 percent
  • Scaling factor (k) for particle size from AP-42
  • Mean wind speed (miles [mi]/hour [hr]): 8.86 mi/hr
  • Material moisture content: 20 percent
  • Mean vehicle speed: 2.5 mi/hr Vehicle miles traveled is assumed to be = 2.5 mi/hr x 80 hr =200 miles

The specific equation used is noted for each operation as a footnote. The equations used for each activity are shown in Table 2. The emission fa~ctor is obtained by multiplying the results of the emission factor equation by the appropriate scaling factor.
