The U.S. Nuclear Regulatory Commission (NRC) is reviewing an application submitted by theNational Institute of Standards and Technology (NIST) for the license renewal of the National Bureau of Standards (NBSR) 20-megawatt test reactor located on site. NIST is located in the suburban Washington, D.C. area, in Gaithersburg Maryland, at 100 Bureau Drive. As part of the review of the license renewal application, the NRC is preparing an Environmental Impact Statement (EIS) under the provisions of Title 10, Part 51 of the Code of Federal Regulations(10 CFR Part 51). The EIS includes an analysis of pertinent environmental issues, including endangered or threatened species and impacts to fish and wildlife. This letter is being submitted under the provisions of the Endangered Species Act of 1973, as amended, and the Fish and Wildlife Coordination Act of 1934, as amended.The proposed action would not require any construction outside the existing facilities or withinNIST. No additional transmission lines entering or leaving NIST would be added. The existing NBSR cooling system does not discharge water to an open body of water. Therefore, no impacts on surface water quality or biota have been identified. Cooling tower blowdown is discharged to the sanitary sewer.To support the EIS preparation process and to ensure compliance with Section 7 of theEndangered Species Act, the NRC requests information on Federally listed, proposed, and candidate species and critical habitat that may be in the vicinity of NIST. In addition, please provide any information you consider appropriate under the provisions of the Fish and Wildlife Coordination Act.
