Procedure 8.E.19, Attachment 1 was signed off on 2/3/06, as allowed in Section 9.0 Acceptance Criteria step [2],by initiating a Maintenance Request to repair or replace the defective component (ref. MR 06100047). A CR was written, as required by 8.E.19 Section 10.0 Corrective Action, to document the discrepant condition (ref. CR-PNP-2005-05471). The License Renewal team identified a commitment made by BECO in 1987 regarding Refuel Bellows Seal leakage. Procedure 8.E.19 did not identify this NRC commitment in the references or in the acceptance verification and signoff.}}
