Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment P-T Limits and LTOP Anal sis In accordance with .10 CFR 50.90,, Florida Power 6 Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-16.

The purpose of this amendment is to incorporate revised pressure/

temperature (P-T) limits and the results of a revised .low temperature overpressure protection (LTOP) analysis into the Technical Specifications for St. Lucie Unit 2. The current St.

Lucie Unit 2 Technical Specifications for P-T/LTOP are applicable to 6 effective full power years (EFPY) of operation. Accordingly, the St. Lucie Unit 2 Technical Specifications require revision prior to the plant reaching 6 EFPY.

Revised Technical Specifications pages are provided in Attachment

1. Attachment 2 is the Safety Analysis of the proposed amendment.

Attachment 3 is a "Determination of No Significant Hazards Consideration". Attachment 4 is a detailed report of the methodology used to calculate the P-T curves and revised LTOP requirements.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.

Your approval of the proposed amendment is requested prior to the plant reaching 6 EFPY (about September 1990), since the existing P-T curves expire at that time.
