Approval is requested by February 1995.

The proposed amendments revise various Technical Specification sections to implement enhancements recommended by NRC Generic Letter (GL) 93-05, "Line-Item Technical Specification Improvements to Reduce Surveillance Requirements for Testing During Power Operation", for St. Lucie Units 1 and 2. These amendments address only those changes that do not require justification by plant data. The changes recommended by Generic Letter 93-05 requiring plant specific data justification willbe submitted under separate cover, as appropriate.

Attachment 1 is a marked up copy of the proposed Technical Specification changes. Attachment 2 is a Safety Analysis in support of the proposed amendments. Attachment 3 is the "Determination of No Significant Hazards Consideration."

The proposed amendments have been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board. In accordance with 10 CFR 50.91 (b)(1), a copy of the proposed amendments is being forwarded to the State Designee for the State of Florida.
