DEVIATIONS FROM THE APPROVED ALERT AND NOTICATION SYSTEM DESIGN REPORT IDENTIFIED AT FORT CALHOUN STATION DURING THE NOVEMBER 2012 NRC INSPECTION

The purpose of this letter is to request the assistance of FEMA, Region VII, in determining whether Fort Calhoun Station is acceptably implementing a preventative maintenance program for their offsite emergency warning siren system.
During an onsite inspection conducted at Fort Calhoun Station in November 2012, the NRC identified possible deviations between the preventative maintenance program required to be performed by the approved Alert and Notification System Design Report and the actual preventative maintenance program. Siren maintenance and testing at Fort Calhoun is performed by the Corporate Telecommunications Department of Omaha Public Power District, rather than by Fort Calhoun Station personnel. The NRC requested that Fort Calhoun Station provide a description of their preventative maintenance program for the alert and notification system with an analysis comparing the actual program against program requirements. The NRC received Fort Calhoun Stations response on January 21, 2013. This information was discussed with you and your staff during a conference call conducted February 8, 2013.
This letter transmits documents related to the Alert and Notification System maintenance program at Fort Calhoun Station, including the following:
* Fort Calhoun Station Alert Notification System Maintenance Program;
* EPT-68, Alert Notification System Monthly Battery Test, Revision 0, dated December 13, 2012;
* FCS ANS Maintenance Program Analysis (spreadsheet);
* Applicable Design Report Sections;
* NRC Evaluation of the Fort Calhoun Station Response to the Unresolved Item; and
* NRC Inspection Report 05000285/2012012 (excerpts).

McCabe                                      The Nuclear Regulatory Commission requests that FEMA Region VII evaluate Fort Calhoun Stations siren maintenance program as described in the enclosed documents and determine, (1) whether Fort Calhoun Station is in compliance with Alert and Notification System Design Report commitments for a preventative maintenance program for the alert and notification system, and (2) whether any identified deviations from the Alert and Notification System Design Report are acceptable to FEMA Region VII. The NRC requests a determination on this issue by March 29, 2013. The NRC will rely on the FEMA Region VII evaluation in determining whether Fort Calhoun Station is in compliance with NRC requirements.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
