This amendment is submitted to modify the surveillance requirements and bases associated with the Chlorine Detection System.
Since the removal of the 1-ton chlorine cylinders from the St. Lucie site, which were used in the treatment of plant circulating water, the main source of chlorine, for which the original analysis was performed, no longer exists. However, a smaller quantity of chlorine is stored offsite near the sewage treatment and city water storage facilities.
The attached evaluation provides the consequences    of an accidental failure of  a  150-lb. chlorine cylinder on the habitability of'he St.
I ucie Unit 1 control  roan. The St. Lucie Unit 2 control rocm is further from the storage chlorine cylinder location and is, therefore, not more limiting. The results of the evaluation are detailed in Attachment 1 and specifically document that the 150-lb. chlorine cylinder does not constitute a source which would require having qualified detectors at the control room air intakes. (Based on Regulatory Guide 1.78 toxicity limit of 15 ppm).
Calibration and Periodic testing has also been a problem in that chlorine must be introduced into the detectors to verify their operability requiring an unnecessary possible exposure for plant personnel.
In order to facilitate plant operation and maintenance during the present refueling outage,   it is requested that this Technical Specification change be approved by mid-April 1983.
