C. 20555 RE: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Generic Letter 96-01 Initial Res onse This letter provides the Florida Power and Light Company (FPL) initial response to Generic Letter (GL) 96-01 "Testing of Safety Related Logic Circuits" for St. Lucie Units 1 and 2. The GL initially requested a written response within sixty days of January 10, 1996, indicating FPL's intentions to implement the actions requested in the GL and a schedule for completion. The response date was extended to April- 18, 1996, by NRC- letter to Nuclear Energy Institute (NEI) dated February 14, 1996.

FPL plans to take credit for reviews of the integrated safeguards surveillance procedures for each unit which were previously completed. The St. Lucie Units 1 and 2 Operating Procedures, Peri odi c Integrated Test of Engineered Safety Features, were reviewed against control schematic/wiring diagrams for the safeguards equipment and the circuits analyzed to verify that all circuit components necessary for the equipment to perform their safety functions during a loss-of-offsite-power (LOOP), LOOP with a loss-of-coolant-accident (LOCA), and LOCA were tested. These reviews included bus alignments for swing components. The Unit 1 procedure revisions were completed in the Fall of 1994 and the Unit 2 procedure revisions were completed in the Fall of 1995.

FPL plans to implement the actions requested in accordance with the schedule in the GL. The additional reviews and any necessary procedure changes for St. Lucie Unit 2 will be completed prior to startup from the Spring 1997 refueling outage (SL2-10). The additional reviews and any necessary procedure changes for St.

Lucie Unit 1 will be completed prior to startup from the Spring 1998 refueling outage (SL1-15).- FPL will notify the NRC in writing within 30 days of completing the requested actions for each unit.
