Critical self-assessments provide a good approach for an organization to return its performance to a standard      of excellence. The    purpose  of this letter is to transmit    the results  of the self-assessment.
Themanagement initiatives toaddresstheseissu'eswillbefinalized byOctober11,1996.Wewillprovideyouwithacopyoftheseinitiatives uponcompletion.
The St. Lucie self-assessment was conducted from May to September 1996. It covers the areas of safety assessment/corrective actions, operations, engineering, maintenance, plant support, and management policies.
AlthoughSt.Lucieremainsagoodperformer, asnotedinourlastratingsfromtheNRC,wewillnotbesatisfied untilourstandards ofexcellence aremet.Theattachedself-assessment wasdesignedtobecriticaloftheplant'sperformance anddoesnotfocusonareasofstrength.
The assessment period covered approximately two and one half years of operation (January 1994 to June 1996). The attached assessment identifies some fundamental issues that are being addressed. The management initiatives to address these issu'es will be finalized by October 11, 1996. We will provide you with a copy of these initiatives upon completion.

Although St. Lucie remains a good performer, as noted in our last ratings from the NRC, we will not be satisfied until our standards of excellence are met. The attached self-assessment was designed to be critical of the plant's performance and does not focus on areas of strength. Its purpose was to identify areas of improvement so St. Lucie can return to its outstanding level of performance as one of the best plants in the nuclear industry. We are making progress to improve our performance and the self-assessment has assisted us in these efforts.
