This request for a change in the Technical Specifications is submitted in accordance with a letter from Dennis L. Ziemann, Chief, Operating Reactors Branch 52, dated August 11, 1978.
The proposed technical specification change is set forth in Attachment A to this Application. A safety evaluation is set forth in Attachment B. This evaluation also demonstrates that the proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility. Justi-fication for classification of the amendment pursuant to 10 CFR Section 170.22 is included as Attachment C. As described in Attachment C, the request for amendment is exempt from a fee.

Attachment B Safety Ev'aluation The proposed change provides clarification of the sur-veillance intervals presently in the Technical Specifications but does not change any surveillance requirements.
Attachment A Proposed Technical Specifications
In a limited number of cases, the precise wording for a surveillance interval is not repeated in the proposed Specification 1.12, however, it is obvious in these cases which definition applies.For example, rather than"quarterly", the words"every 3 months" or"4 times per year" may be used.In each of these cases, the definition of"at least once per 92 days" is understood to apply.As changes are proposed on pages with these alternate phrases in the future, the definitions will be brought in conformance with Specification 1.12.The allowance to adjust a specified interval by plus or minus 25%to accommodate normal'est schedules given in Specification 4.0 continues to apply.
