6.5-2 Proposed AUDITS (Continued) h.1~The Facility Fire Protection Program and implementing procedures at least once per two years.An independent fire protection and loss prevention pro-gram inspection and audit shall be perfoxmed at least once per 12 months utilizing either qualified offsite licensee personnel or an outside fire protection firm.An inspection and audit of the fire protection and loss prevention program shall be performed by non-licensee personnel at least once per 36 months.The personnel may be representatives of NELPIA, an insurance brokerage firm, or other qualified individuals.

Attachment  B Safety Evaluation The change reflects changes in both the offsite and onsite organization at Rochester Gas and Electric Corporation. A position entitled Superintendent of Nuclear Production replaces the position Division Superintendent, Electric and Steam Production in the Ginna offsite management organization.      The positions responsible for corporate and Ginna Station security are reflected in on the offsite organization chart and other changes          the corporate structure are also shown. The NSARB is'esponsible to the Execu-tive Vice President instead of the Corporate Chairman      of the Board. The changes do not degrade    the  offsite  management control of Ginna Station.
At Ginna Station, a position of Technical Engineer has been created with responsibility for both plant nuclear engineering and the results and test group. The Technical Engineer has also been added to the Plant Operations Review Committee (PORC) member-ship. The position of Results and Test Engineer has been replaced by Results and Test Supervisor. The position of Fire Protection and Safety  Coordinator  has  been added  to the plant organization chart. This position is responsible for onsite fire protection measures. The Office Supervisor no longer has responsibility for Ginna Station security and the position has therefore been deleted from the organization chart. Security responsibilities are reflected on the offsite organization chart instead. The changes in the onsite organization chart do not degrade the Ginna Station organization.

Attachment C Fee Determination The proposed Technical Specification change is administrative in nature and has no safety or environmental significance. It therefore falls within Class II as defined in 10 CFR Section 170.22 with a fee of 91200.00.}}

MEETING FREQUENCY 6.5.1.4 The PORC shall meet at least once per calendar month and as convened by the PORC Chairman.

QUORUM 6.5.1.5 A quorum of the PORC shall consist of the Chairman and four members including alternates. No more than two shall be alternates.

The Facility Fire Protection Program and implementing procedures at least once per two years.

h. An independent fire protection and loss prevention pro-gram inspection and audit shall be perfoxmed at least once per 12 months utilizing either qualified offsite licensee personnel or an outside fire protection firm.

1~ An inspection and audit of the fire protection and loss prevention program shall be performed by non-licensee personnel at least once per 36 months. The personnel may be representatives of NELPIA, an insurance brokerage firm, or other qualified individuals.

AUTHORITY 6.5.2.9 a~ The chairman of the Nuclear Safety Audit and Review Board is responsible to the Executive Vice Pxesident on all activities for which the review board is responsible.

b. The NSARB shall report to and advise the Vice President, Electric and Steam Production, on those areas of respon-sibility specified in Sections 6.5.2.7 and 6.5.2.8.

RECORDS 6.5.2.10 Records of NSARB activities shall be prepared, approved and distributed as indicated below:

Attachment B Safety Evaluation The change reflects changes in both the offsite and onsite organization at Rochester Gas and Electric Corporation. A position entitled Superintendent of Nuclear Production replaces the position Division Superintendent, Electric and Steam Production in the Ginna offsite management organization. The positions responsible for corporate and Ginna Station security are reflected in on the offsite organization chart and other changes the corporate structure are also shown. The NSARB is'esponsible to the Execu-tive Vice President instead of the Corporate Chairman of the Board. The changes do not degrade the offsite management control of Ginna Station.

At Ginna Station, a position of Technical Engineer has been created with responsibility for both plant nuclear engineering and the results and test group. The Technical Engineer has also been added to the Plant Operations Review Committee (PORC) member-ship. The position of Results and Test Engineer has been replaced by Results and Test Supervisor. The position of Fire Protection and Safety Coordinator has been added to the plant organization chart. This position is responsible for onsite fire protection measures. The Office Supervisor no longer has responsibility for Ginna Station security and the position has therefore been deleted from the organization chart. Security responsibilities are reflected on the offsite organization chart instead. The changes in the onsite organization chart do not degrade the Ginna Station organization.

Attachment C Fee Determination The proposed Technical Specification change is administrative in nature and has no safety or environmental significance. It therefore falls within Class II as defined in 10 CFR Section 170.22 with a fee of 91200.00.
