Our NSSS vendor (Westinghouse Electric Corp ) has completed a revised large

break LOCA analysis (Attachment A) identifying the limiting break (DECLG, C 0.4) at a 28X steam generator tube plugging level, 95X thermal design flow and a measured Tavg of 574'F. (A recent flow test confirmed that the 95X design flow assumption used in the analysis conservatively bounds the flow predicted at 28X tube plugging.) The analysis resulted in a peak clad temperature (PCT) of 2183'F at an F of 2.25, using the February 1978 Appendix K evaluation model and the NRC approved removal of 65'F of the fuel temperature conservatism related to the PAD code. The most limiting non LOCA accidents have also been analyzed and shown to be acceptable (Attachment B) for operation at the 28X steam generator tube plugging level.

The LOCA analysis utilizes the "Upper Head Injection (UHI) Sof tware Technology" modeling techniques described in Appendix A of WCAP 8479, and Westinghouse letter NS-TMA-2311 dated 9/1 5/80 with the appropriate code modifications to reflect the design of Turkey Point Units 3 & 4 ECCS and to modify its application to a three loop plant.

The analysis also takes into account the new fuel rod models in NUREG-0630.

The increase in F due to the "UHI Sof tware Technology" more than compensate'f for the reduction due to the fuel rod models proposed in NUREG-.0630 and the increased level of steam generator tube plugging, resulting, in a new F~ of 2.125.

The proposed amendment to enable a 28X tube plugging level is described below and shown on the accompanying Technical Specif ication pages bearing the date of this letter in the lower right hand corner.

The overpower hT setpoint values for > 19X and < 25X are now applicable for steam generator tube plugging > 19X and < 28X.

Pa e 3.1-7 Reactor coolant limits for >19X and < 25X are now applicable for >19X and

< 28X steam generator tube plugging.

Pa e 3.2-3 The steam generator tube plugging limit in Specification 3-2.6a is increased to 28X and the F~ to 2.1 25.

The proposed amendment has been approved by the Turkey Point Plant Nuclear Safety Committee and the Florida Power 6 Light Company Nuclear Review Board.

We have determined that since this request involves a single safety issue and a duplicate amendment, the request should be classified as a class I and III amendment pursuant to 10 CFR 1 70. Accordingly, a check for 94,400 is attached.
