TheapparentviolationswerefoundduringaninspectionthisFall.Thepredecisionalenforcementconference,whichisopentothepublicforobservationonly,willbeheldintheNRCRegionIoffice,475AllendaleRoad,inKingofPrussia,Pa.SoutheasternPlasticsCorporationmanufacturesplasticsheetingatitsplantinNewBrunswick.Since1986,thecompanyhadpurchasedfourgaugescontainingradioactivematerial tomeasurethethicknessoftheplasticsheeting.OnOctober27,theNRClearnedthatoneofthegaugeshadbeenfoundatawarehouseinWashingtonTownshipownedbyZetaConsumerProductsCorporation-asistercorporationof SouthernPlastics.Thegaugehadbeenstoredwithotherpiecesofusedequipmentthathadbeen broughttothewarehousetobesoldatanauction.Theredidnotappeartobeanyriskof radiationexposuretoworkersorthepublicbecausetheunitappearedtobeintactandthesource assemblyshielded.TheinspectorfoundthatSoutheasternPlasticsdidnotmaintainrequired recordsofreceipt,installationorremovalofthegauge.Ithassincebeenreturnedtothe manufacturerfordisposal.Inaddition,theinspectorfoundthatthecompanyhasbeenunabletolocateoneoftheotherthreegauges,buthasmadearrangementstodisposeoftheothertwo.Thedecisiontoholdapre-decisionalenforcementconferencedoesnotmeanthattheNRChasdeterminedthataviolationhasoccurredorthatenforcementactionwillbetaken.
Rather,thepurposeistodiscussapparentviolations,theircausesandsafetysignificance;to providethelicenseeanopportunitytopointoutanyerrorsthatmayhavebeenmadeintheNRC inspectionreport;andtoenablethelicenseetooutlineitsproposedcorrectiveactions.No decisionontheapparentviolationswillbemadeatthisconference.Thosedecisionswillbe madebyseniorNRCofficialsatalatertime.
