Waterford SES Unit 3 Docket No. 50-382 Technical Specification Change Requests NPF-38-18, NPF-38-19, NPF-38-20, NPF-38-21, NPF-38-22. NPF-38-23

Dear Mr. Knighton:

Louisiana Power & Light hereby files an application for six amendments to the Waterford 3 Technical Specifications. The amendments involve:

1. An increase in fuel enrichment limit from 3.7 w/o uranium tc .1 w/o in support of Cycle 2 and subsequent cycles

(.n 18),

2. A revision to the referenced uncertainties allowance for spent fuel storage racks (NPF-38-19),
3. A redefinition of the surveillance interval for CEA rod drop timing tests from 18 months to every refueling outage (NPF-38-20),
4. Correction of an error in the characterization of uranium fuel rod loading (NPF-38-21),
5. A revision to the definition of an STA to allow a combined SRO/STA position in conformance with the recent Commission policy statement (NPF-38-22), and E l
6. A revision to allow bypassing the non-safety related high steam generator level trip (NPF-38-23).

W3P86-2163 In previous discussions with your Staff, LP&L has provided a summary of the Technical Specification change requests expected to be submitted prior to the first refueling outage. Attached, for your information, is an updated schedule of the proposed changes. Items 1-3, above, correspond to the reload-related Group A changes. The fuel enrichment change, in particular, is necessary to support fuel receipt in early October, 1986. Your timely attention to the Group A changes is appreciated. Items 4-6, above, are designated as non-reload related Group H changes. Please note that item 5 satisfies, in part,

! the reporting requirements of Generic Letter 86-04, " Policy Statement on Engineering Expertise On Shift".
