Dear Sir or Madam:

In letter W3F1-2009-0046 [Reference 1], Entergy Operations, Inc. (Entergy) proposed a change to Waterford Steam Electric Station Unit 3 (Waterford 3) Technical Specifications (TS) 3/4.9.7 associated with the Fuel Handling Building (FHB) crane travel.

During the submittal review process, the Nuclear Regulatory Commission (NRC) determined that a Request for Additional Information (RAI) was required to complete the review and Waterford 3 responded to the request in letter W3F1-2010-0049

[Reference 2].

Letter W3F1-2009-0046 [Reference 1] identified that Waterford 3 will upgrade the existing Fuel Handling Building (FHB) cask crane main hoist to meet the single-failure-proof criteria of NUREG 0554 and NUREG 0612 as is applicable for the modification of

W3F1-2010-0062 Page 2 the existing non single-failure-proof crane. This letter is transmitting this information as a new regulatory commitment and is contained in the Attachment.
