Dear Sir or Madam:
By letter (Reference 1), Entergy Operations, Inc. (Entergy) proposed a change to the Waterford Steam Electric Station, Unit 3 (Waterford 3) Technical Specifications (TSs) 6.9.1.11.1, Core Operating Limits; TS 3.5.1, Safety Injection Tanks; and TS 3.6.1.5, Containment Air Temperature. The proposed changes would add new analytical methods and would modify the containment average air temperature and safety injection tank level to support the implementation of Next Generation Fuel.
On January 3, 2008, Entergy received an NRC Staff email regarding whether an additional action should be included in the proposed TS change to address the existing TS ACTION with containment temperature below 90 0 F. On January 9, 2008, Entergy and the NRC staff held a call to confirm that a supplement to the TS change will be submitted to add the ACTION for a containment average temperature below 90OF and take the opportunity to insert the word "limit" into ACTION 'a' phrase "...or reduce the peak linearheat generation rate limit." The insertion word "limit" is requested to provide greater operator clarity when consideration is required whether to reduce the peak linear heat generation rate limit contained within the Core Operating Limits Report (COLR). These changes are considered non-technical.
Changes to TS 3.6.1.5, page 3/4 6-13, which were originally submitted in Reference 1, are proposed. The revised mark-up is included in Attachment 1, and the changes are indicated by revision bars in the right-hand margin. Note, the marked up insertion page 2 of 2 for TS
W3F1-2008-0004 Page 2 of 3 3.6.1.5 in Attachment 1 replaces page 4 of 4 provided in Attachment 2 of Reference 1 in its entirety.
There are no technical changes proposed. The conclusions of the original no significant hazards consideration included in Reference 1 are not affected by any information contained in the supplemental letter. There are no new commitments contained in this letter.
