Response to Issuance of Orders to Modify License for Revised Design Basis Threat and Compensatory Measures Related to Security Force Training and Fitness-For-Duty (CNRO-2003-00025).

Entergy's above referenced letters CNRO-2004-00042, 00044, 00046, 00048, 00052 and 00058 (references 1-6) provided Entergy's combined responses to the NRC's requests for additional information regarding the Waterford 3, April 29, 2004 Security Plan submittal required by Order EA-03-086 (reference 7). As committed in each of those submittals, this letter and CD ROM provide the proposed revised Security Plan documents for your review and approval.
In order to standardize our fleet approach with the NRC-approved industry approach, Entergy's responses to Order EA-03-086 and requests for additional information were strictly based on NEI-03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan' Revision 1 and subsequent guidance provided by NEI and approved by the staff.
Changes were made during this update to sections 9.4.1 and 10.1 as discussed with M. Chernoff on August 31 and September 1, 2004, and other editorial corrections were made that were consistent with NRC guidance dated August 12, 2004.
