Dear Sir or Madam:
Entergy's August 9, 2004 letter (CNRO-2004-00048, Reference 1) responded to the referenced letters 2-5 containing requests for additional information (RAls) except for RAls 5 and 9. In that response, Entergy indicated it would provide additional requested information by August 17, 2004.
This response also updates or clarifies certain previous responses pursuant an August 10, 2004 telephone conversation between Entergy (L. A. England) and M. H. Chernoff and others of the NRC NSIR staff and incorporates recent Commission guidance to NEI on two outstanding issues. With this submittal, Entergy understands there are no further issues with respect to our April 29, 2004 submittal. Accordingly, each Entergy site will provide a revised Security Plan that incorporates all of our required RAI responses by September 3, 2004.
In order to standardize our fleet approach with the NRC-approved industry approach, Entergy's April 29, 2004 responses to Order EA-03-086 were strictly based on NEI-03-12, 'Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan" Revision 1 as approved by the staff in a letter from Roy P. Zimmerman to Steven D. Floyd dated June 10, 2003.
Because the NRC questions for our facilities are very similar, Entergy is collectively providing a single combined response for ANO, GGNS, RBS and W3 (hereinafter "Entergy").
NRC questions either request modifications to the template language (indicated with an
- in the Enclosure) or to licensee-provided details (i.e., bracketed template information). Where template language is involved, Entergy will be adopting revised language that has been agreed to between the industry Security Working Group (SWG) licensee representatives and the staff as described herein. Entergy is an active member of the SWG licensee representatives that will meet with the staff for this purpose. We believe this approach will be the most responsive and will maintain mutually desired consistency. Where agreement has not been achieved as of the writing of this response, Entergy intends to adopt the language that is deemed acceptable to the Commission and responsive to the NRC issues following the industry frequently asked question (FAQ) process and the final disposition of any industry appeals. Responses that rely on this process are discussed in the specific question responses. We believe that sufficient detail is provided here to enable the staff to conclude the issue can be appropriately resolved subject to later submittal of changed pages incorporating known acceptable language (i.e., a revision of the Security Plan that incorporates all required responses). Entergy understands that generic RAls were discussed in a meeting between the industry and NRC staff on August 3, 2004.
