COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 REBAR DAMAGE SDAR: CP-85-45 (FINAL REPORT)

Dear Mr. Johnson:

On September 26, 1985, we verbally notified your Mr. I. Barnes of a deficiency regarding the use of core boring equipment during tha installation of shear lugs. The use of this equipment could have resulted in undocumented damaged reinforcing steel. We have submitted interim 4

reports TXX-4603, TXX-4628, and TXX-4686, dated October 16, 1985, November 20, 1985, and February 5, 1986, respectively.

Investigation of this issue has included the identification of twenty-four supports where the installation of shear lugs could have resulted in rebar damage.

In the twenty-three instances where no inspection-documentation exists for the core bores, conservative evaluations have concluded the structural integrity of the concrete structures has not been jeopardized.

For the remaining support, inspection records indicated there was no cut rebar in the core drilled holes.

Had the deficiency remained undetected, it could not have adversely affected the safety of operations.

Therefore, this issue is not reportable under the provisions of 10CFR50.55(e).

Records supporting this determination are available for your inspectors to review at the CPSES site.
